Արցախի ՄԻՊ-ը հրապարակել է երեխաների իրավունքների խախտման վերաբերյալ արտահերթ զեկույց

Արցախի մարդու իրավունքների պաշտպանը հրապարակել է արտահերթ զեկույց Արցախի Հանրապետության դեմ Ադրբեջանի ագրեսիայի հետևանքով երեխաների իրավունքների խախտման վերաբերյալ: Զեկույցում ներկայացվում են սեպտեմբերի 27-ից մինչև նոյեմբերի 9-ը Ադրբեջանի կողմից Արցախի ժողովրդի դեմ սանձազերծված պատերազմի ընթացքում երեխաների իրավունքների արձանագրված խախտումները, այդ թվում՝ երեխաների կյանքի, առողջության, ընտանիքի և համայնքի հետ լինելու, անձնային զարգացման ու պաշտպանության և մի շարք այլ իրավունքների խախտումներ:

Ագրեսիայի առաջին օրից ադրբեջանական զինված ուժերը Արցախի մոտ 170 (շուրջ 70%) համայնքներում դիտավորյալ և ոչ խտրական հարվածների են ենթարկել քաղաքացիական նշանակության օբյեկտներ, բնակելի շինություններ, ենթակառուցվածքներ, որի հետևանքով թիրախավորվել է քաղաքացիական բնակչությունը, այդ թվում՝ երեխաներ, կանայք ու տարեցներ: Ադրբեջանական ագրեսիայի հետևանքով Արցախում, Մարդու իրավունքների պաշտպանի արձանագրմամբ, զոհվել է առնվազն 50 և վիրավորվել առնվազն 163 քաղաքացիական անձ, ներառյալ՝ զոհվել է 1 երեխա, վիրավորվել 9-ը:

Կյանքին և առողջությանը սպառնացող վտանգից պաշտպանվելու համար Արցախի երեխաները իրենց ընտանիքների հետ տեղահանվել են՝ ապաստանելով բնակելի շինությունների և քաղաքացիական այլ օբյեկտների նկուղներում կամ տեղափոխվելով առավել անվտանգ վայրեր Արցախում և Հայաստանի Հանրապետության տարածքում:

Ադրբեջանի կողմից դիտավորյալ ու չտարբերակված հարձակումների են ենթարկվել նաև երեխաների համար նախատեսված շինությունները՝ դպրոցներ, մշակութային կենտրոններ, մանկապարտեզներ և այլն: Նախնական տվյալներով՝ Արցախում ադրբեջանական ագրեսիայի հետևանքով վնասվել է առնվազն 71 դպրոց, 14 մանկապարտեզ՝ չհաշված ադրբեջանական զինված ուժերի վերահսկողության տակ գտնվող՝ ԱՀ համայնքների դպրոցներն ու մանկապարտեզները, որոնց զգալի մասի վիճակի վերաբերյալ տեղեկություններ չկան: Կրթության իրավունքից զրկվել են 23,978 դպրոցական տարիքի և 4,036 նախադպրոցական տարիքի երեխաներ:

Քաղաքացիական բնակչությանը թիրախավորելուն զուգահեռ՝ ադրբեջանական սոցիալական մեդիան լայնորեն ողողված էր հայատյացության և հայ երեխաների նկատմամբ ատելության խոսքով՝ ընդհուպ նաև հայ երեխաների սպանելու վերաբերյալ լայնածավալ քննարկումներ ու կոչեր:

Կարևորելով բոլոր իրավիճակներում երեխաների իրավունքների պաշտպանությունը՝ Արցախի Հանրապետության Մարդու իրավունքների պաշտպանը դիմում է մարդու և հատկապես երեխաների իրավունքների պաշտպանությամբ շահագրգիռ բոլոր միջազգային կազմակերպություններին՝ պատշաճ արձանագրելու Արցախի երեխաների իրավունքների կոպտագույն խախտումները և գործնական քայլեր ձեռնարկելու դրանց վերացման ուղղությամբ:
