Արցախի Հանրապետության Ազգային Ժողովի 4 խմբակցությունների հայտարարությունը

ՀԱՅՏԱՐԱՐՈՒԹՅՈՒՆ
Սիրելի հայ ժողովուրդ,
2020 թվականի սեպտեմբերի 27-ից Արցախի Հանրապետության հանդեպ Ադրբեջանի կողմից ձեռնարկված հերթական լայնամասշտաբ պատերազմը, որ ծավալվել է Թուրքիայի և ահաբեկչական խմբավորումների հետ կապված այլ պետությունների և շրջանակների բացահայտ ու ակտիվ մասնակցությամբ՝ վերջին մի քանի օրերին ձեռք է բերել դրամատիկ զարգացումների ընթացք: Արցախի և Ադրբեջանի միջև սահմանի ողջ երկայնքով, 45 օր շարունակ ընթանում են ծանր մարտեր:
Ցավոք, Արցախի Հանրապետության և Հայաստանի Հանրապետության գործող քաղաքական իշխանությունները, որ հիմնական պատասխանատուն և երաշխավորն են մեր ժողովրդի անվտանգության և պաշտպանվածության, ճգնաժամային իրավիճակում ունակ չեղան համախմբելու համազգային ներուժը և չկարողացան լիարժեք օգտագործել քաղաքական ու դիվանագիտական այն հնարավորությունները, որոնք կարող էին նվազեցնել, կամ կանխել վերահաս աղետը: Երեկ գիշերը մամուլում հրապարակված եռակողմ հայտարարության դրույթները լրջորեն վտանգում են Արցախի Հանրապետության պետական անկախության և տարածքային ամբողջականության սկզբունքները:
Ելնելով ներկայիս օրհասական վիճակի թելադրանքից՝ առաջարկում և պահանջում ենք.
- Հայաստանի Հանրապետության քաղաքական իշխանությունից, մեր ժողովրդի համար ճակատագրական այս օրերին, սեփական իշխանությունը պահելու նպատակով և սխալները ուրիշի վրա բարդելու փոխարեն, անհապաղ դադարեցնել ժողովրդի միասնականությունը խաթարող ցանկացած գործողություն, զերծ մնալ երկրում ներքին թշնամու փնտրտուքներից:
- Արցախի Հանրապետության նախագահի հրաժարականը, որին պետք է հետևի ճգնաժամային կառավարման արդյունավետ և համարժեք մարմինների ստեղծումը. դրանք պետք է ունենան համապատասխան իրավասություններ համախմբելու համազգային ներուժը և ընդունելու ստեղծված իրավիճակից արժանապատվորեն դուրս գալու որոշումներ:
Մեր աջակցություն ենք հայտնում ՀՀ վարչապետի հրաժարականի պահանջով հանդես եկած Հայաստանի Հանրապետության 17 քաղաքական ուժերին՝ համարելով, որ այդ գործընթացը կարող է նոր հնարավորությունների սկիզբ դառնալ:

Խոնարհվելով այս օրերին հայրենիքի պաշտպանության համար հերոսաբար զոհվածների հիշատակի առջև և կիսելով նրանց հարազատների խորը վիշտը, շուտափույթ ապաքինում մաղթելով բոլոր վիրավորներին, բարձր գնահատելով պատերազմական իրավիճակում Հայոց բանակի, կամավորականների և աշխարհազորայինների անձնուրաց նվիրումը հայրենիքի պաշտպանության գործին՝ կոչ ենք անում հայկական երկու հանրապետությունների բոլոր քաղաքացիներին և աշխարհասփյուռ հայությանը չհուսահատվել և հայրենիքի պաշտպանության գործը դարձնել օրվա գլխավոր հրամայականը:
