Բանակի զարգացման համար մենք վերջին 2,5 տարվա ընթացքում բազմաթիվ միջոցառումներ ենք իրականացրել, գուցե այս պատերազմի համատեքստում այդ միջոցառումներից ոչ բոլորն են բավարար չափով արդյունավետ եղել, գուցե կարելի էր ոչ թե  Ա միջոցառումն իրականացնել, այլ Բ միջոցառումը: Այս մասին այսօր՝ նոյեմբերի 10-ին, Facebook-ի իր էջում ուղիղ եթերում նշել է ՀՀ վարչապետ Նիկոլ Փաշինյանը:

«Այդ պարագայում գուցե ամեն ինչ ավելի արդյունավետ կլիներ: Բայց որ վերջին 2,5 տարվա ընթացքում բանակը եել է կառավարության ուշադրության կենտրոնում, դա փաստ է: Այո, մենք չենք կարողացել բանակի վրա դնել այնքան գումար, ինչքան մենք ցանկանում էինք դնել: Այստեղ ես էլի ուզում եմ հիշել, որ մի քանի անգամ խոսել եմ քաղաքացու հարկային գիտակցության մասին, ՀԴՄ-ների մասին, նույնիսկ ասել եմ, որ նրանք, որոնք ՀԴՄ չեն խփում կամ պահանջում, նրանք զինվորի հացն են գողանում: Այո, մենք չենք կարողացել կոռուպցիոն գործերով բավարար միջոցներ գեներացնել 1-1,5 մլրդ դոլար եւ դա ծառայեցնել բանակի նպատակներին: Բայց այդ պլանը եղել է եւ հիմա էլ գոյություն ունի: Այս իրավիճակում ինչ է մեզ մնում, մեզ մնում է կենտրոնանալ Հայաստանի եւ Արցախի տնտեսապես, ինտելեկտուալ, կրթական առումներով ուժեղացման վրա՝ արձնագրելով, որ այո, մենք ընկել ենք, բայց չենք ծնկել: Մենք կանգնել ենք տղամարդավարի մինչեւ վերջ, մինչեւ ամենավերջին խազը: մենք այդ ամենավերջին խազի վրա կայացրել ենք որոշում՝ նդունդը չգլորվելու համար: Դա եղել է ցավոտ, բայց անհրաժեշտ ու անխուսափելի որոշում»,-հայտարարեց նա:

Վարչապետը խոստովանեց, որ ինքն անձամբ է կրում պատասխանատվություն տեղի ունեցածի համար. «Ես անձամբ կրում եմ պատասխանատվություն այս ամենի համար, շարունակելու եմ կրել այդ պատասխանատվությունը: Կուզեի ընդգծել, որ այո, ես հավատում եմ, որ սա մեծ անհաջողություն է մեզ հմար, մեծ աղետ, մեծ սուգ է մեր կորսված կյանքերի համար, բայց ես հավատում եմ, որ Հայաստանը պետք է ապրի, Արցախը պետք է ապրի եւ մենք պետք է ուժեղանանք, հզորանանք, գուցե որոշակիորեն վերանայենք մեր նախկին ընկալումները ամենատարբեր հարցերի վերաբերյալ: Պետք է կարողանանք մեր փորձից դասեր քաղել, դրանք պետք է լինեն կառուցողական, ծառայեն մեր հայրենիքին, մեր ապագային»»:
