Հայաստանի ՊՆ-ն եւ Զինված ուժերի գլխավոր շտաբը հանդես են եկել հայտարարությամբ: 

Հայտարարությունում ասվում է. 

«Սիրելի հայրենակիցներ Սեպտեմբերի 27-ին Արցախի դեմ սանձազերծվեց պատերազմ, որն աննախադեպ էր՝ ներգրավված ուժերի, միջոցների, սպառազինության քանակի ու տեսակի առումով։ Այն աննախադեպ էր նաև այն տեսանկյունից, որ մեր բանակը, փաստացի, կռվում էր ոչ միայն 10-ը միլիոնանոց Ադրբեջանի զինված ուժերի, այլև Թուրքիայի ռազմական անմիջական մասնակցության և լիարժեք ու անվերապահ քաղաքական, ռազմական ու դիվանագիտական աջակցության, ինչպես նաև մի քանի հազար վարձկան-ահաբեկիչների դեմ։

Մեր բանակը, այս պայմաններում, արեց հնարավորն ու անհնարինը՝ հակառակորդին դիմագրավելու համար։ Հայկական բանակի ամեն մի զինվոր, սպա ու գեներալ Հայրենիքի պաշտպանության համար արեց առավելագույնը՝ անմնացորդ նվիրվելով այդ պայքարին ու կերտելով բազմաթիվ հերոսական պատմություններ։ Այս պատերազմը մեզանից խլեց մեր լավագույն որդիներին, որոնց հիշատակը հավերժ կմնա բոլորիս սրտերում՝ որպես մեր ժամանակների իրական հերոսների։

Ձեզանից յուրաքանչյուրը պետք է վստահ լինի, որևէ մեկի մոտ կասկածի նշույլ անգամ չպետք է լինի, որ մեր բանակն արել է հնարավորն ու անհնարինը։ Մենք ևս մեկ անգամ փաստեցինք, որ ունենք ոգով անկոտրում զինվորներ, սպաներ ու գեներալներ, որոնք պատրաստ են առանց վայրկյան անգամ մտածելու իրենց կյանքը զոհաբերել մեր սուրբ Հայրենիքի պաշտպանության համար։

Բայց ժամանակն է դադարեցնել արյունահեղությունը։ Հայաստանի, Ռուսաստանի և Ադրբեջանի քաղաքական ղեկավարությունները եկել են համաձայնության, որի բովանդակությանն արդեն ծանոթ եք։ Պատերազմը լիարժեք չի ավարտվել, և մարտական գործողություններն Արցախում դեռևս շարունակվում են։ Այդուհանդերձ, մենք պաշտպանում ենք և պարտավոր ենք կատարել մեր երկրի ռազմաքաղաքական ղեկավարության որոշումները, որոնք կայացվել են իրադրության բազմակողմանի վերլուծության և գնահատականի հիման վրա։ Մենք պարտավոր ենք կանգնեցնել արունահեղությունը։ Մենք պարտավոր ենք գտնել մեր բոլոր հերոսների մարմիններն ու նրանց, զինվորական պատվով, հողին հանձնել։ Մենք պարտավոր ենք փորձել սփոփել մեր հերոսածին մայրերի ցավն ու բուժել վիրավորների վերքերը։ Մենք պարտավոր ենք վերականգնել մեր բանակի ներուժն ու առավել ամրացնել այն՝ վերածելով գերժամանակակից ու գերմարտունակ մի բռունցքի։ Մեր անելիքները չափազանց շատ են։ Պատերազմն ավարտվում է։ Բանակն իր անելիքն արել է և շարունակելու է անել անմնացորդ։

 

Կոչ ենք անում զերծ մնալ գործողություններից, որոնք կարող են խարխլել պետականության հիմքերը և, դասեր քաղելով գործած հնարավոր բոլոր սխալներից, կերտել անհամեմատ ուժեղ ու մարտունակ բանակ, որին արժանի է մեր հերոսական ժողովուրդը։
