Ի՞նչ պատասխանատվություն է սպասվում Ադրբեջանին՝ արգելված զինատեսակներ օգտագործելու համար. «Ժողովուրդ»

«Ժողովուրդ» թերթը գրում է.
«Արցախում Ադրբեջանի կողմից սանձազերծած պատերազմի հենց առաջին օրվանից Ադրբեջանի զինված ուժերը խաղաղ բնակիչների եւ բնակավայրերի նկատմամբ կիրառել են նաեւ քիմիական տարրեր պարունակող զենքեր, զանգվածային ոչնչացման զինատեսակներ: Դա համարվում է պատերազմական հանցագործություն։ Խոսքը հատկապես սպիտակ ֆոսֆոր պարունակող զինատեսակների մասին է, որը չափազանց թունավոր է։ Այս տիպի զինատեսակների կիրառման արգելքի վերաբերյալ կան բազմաթիվ միջազգային կոնվենցիաներ, որոնց միացել է նաեւ Ադրբեջանը։
Որպես նմանօրինակ զինատեսակների արգելքի փաստացի օրինակ՝ նշենք «Պայթուցիկ եւ այրվող գնդակների օգտագործման արգելման մասին» 1868 թվականի սանկտպետերբուրգյան դեկլարացիան, որը վերաբերում էր կոնկրետ գնդակների օգտագործման արգելքին, ժամանակակից միջազգային փաստաթղթերից էլ՝ «Պատերազմի զոհերի պաշտպանության մասին» 1949 թվականի Ժնեւյան կոնկվենցիան եւ 1977 թվականի արձանագրությունը, որոնցով արգելվել են ֆոսֆորային ռազմամթերքների կիրառումը, եթե դրա հետեւանքով վտանգի են ենթարկվում քաղաքացիական անձինք:
Նման նախագծերից է նաեւ «Սովորական զենքի կոնկրետ տեսակների մասին կոնվենցիայի» (1980 թ.) 3-րդ արձանագրությունը։ Սակայն միայն սպիտակ ֆոսֆոր պարունակող սպառազինությունը չէ, որ արգելված է. կասետային ռազմամթերքների կիրառումը քաղաքացիական օբյեկտների նկատմամբ խիստ սահմանափակված է կամ արգելված։ Սակայն հետաքրքիր է, որ չնայած այս զինատեսակների օգտագործման արգելքին՝ միջազգային պրակտիկայում չենք հանդիպում դեպքերի, երբ կոնկրետ հետեւանքներ են լինում, ու անհասկանալի է, թե ինչու են այսքան փաստաթղթեր ընդունվել:
Միայն հայտնի է, որ նման իրավիճակներում անհրաժեշտ է փորձաքննություններ իրականացնել, դրանք արձանագրել եւ արդյունքներն ուղարկել միջազգային ատյաններ: Եվ, որպես պատասխանատվություն որեւէ երկրի նկատմամբ, կարող են լինել միայն պատժամիջոցներ, այն էլ՝ միայն այն երկրի նկատմամբ, որը կատարել է նմանատիպ ռազմամթերքների վաճառքներ՝ առանց նախապայմանների»:
