2020 թվականի հոկտեմբերի 31-ին Ադրբեջանի «Ղարաբաղ» ֆուտբոլային ակումբի մամուլի քարտուղար Նուրլան Իբրահիմովը համակարգչային համակարգի միջոցով՝ իր ֆեյսբուքյան օգտաէջում, արդարացնելով ազգային պատկանելության հիման վրա հայերի դեմ ցեղասպանությունը, վերջիններիս նկատմամբ թշնամանք հարուցելու, ատելություն և բռնություն հրահրելու նպատակով նշել է․ «…Մենք պետք է սպանենք հայերին։ Պետք է սպանենք երեխաներին, կանանց ծերերին, առանց որևէ տարբերության։ Պետք է սպանենք բոլորին։ Ոչ մի խղճահարություն և էմոցիաներ։ Նրանց հետ օրենքի լեզվով խոսելն անիմաստ է։ Հայերը սկսեցին հասկանալ, երբ սկսեցինք խոսել ուժի լեզվով։ Մենք պետք է սպանենք…»:

1949թ. դեկտեմբերի 9-ին ընդունված և ՀՀ-ի կողմից 1993թ. հունիսի 23-ին վավերացված «Ցեղասպանության հանցագործությունը կանխարգելելու և պատժելու մասին» կոնվենիցայի 1-ին հոդվածի համաձայն՝ ցեղասպանությունը, անկախ նրանից՝ կատարվում է խաղաղ, թե պատերազմական պայմաններում, ըստ միջազգային իրավունքի հանցագործություն է, որը նրանք պարտավորվում են կանխարգելել և պատժել այն կատարելու համար: Կոնվենիցայի 3-րդ հոդվածի համաձայն՝ պատժելի է նաև ցեղասպանության ուղղակի և հրապարակային հրահրումը:

ՀՀ դատախազությունը հայտնում է, որ ՀՀ քրեական օրենսգրքի 15-րդ հոդվածի 3-րդ մասի համաձայն՝ օտարերկրյա քաղաքացիները, ովքեր հանցանքը կատարել են ՀՀ տարածքից դուրս, ենթակա են քրեական պատասխանատվության ՀՀ քրեական օրենսգրքով, եթե նրանք կատարել են այնպիսի հանցագործություններ, որոնք նախատեսված են ՀՀ միջազգային պայմանագրով:

Նկատի ունենալով վերոգրյալը՝ ՀՀ զինվորական կենտրոնական դատախազության զինվորական ծառայության դեմ ուղղված հատկապես կարևոր գործերով քննության նկատմամբ հսկողության բաժնում նշված դեպքի առթիվ հարուցվել է քրեական գործ` ՀՀ քրեական օրենսգրքի 226-րդ հոդվածի 2-րդ մասի 1-ին կետով (Հրապարակայնորեն կամ լրատվության միջոցներ օգտագործելով ազգային, ռասայական կամ կրոնական թշնամանք հարուցելը) և 3971-րդ հոդվածով
(Ցեղասպանությունը և խաղաղության ու մարդկության անվտանգության դեմ ուղղված մյուս հանցագործությունները հերքելը, մեղմացնելը, դրանց հավանություն տալը կամ արդարացնելը) նախատեսված հանցագործությունների հատկանիշներով:

Քրեական գործն ուղարկել ՀՀ քննչական կոմիտեի զինվորական քննչական գլխավոր վարչություն` նախաքննություն կատարելու համար:
