ԱՄՆ-ն ամբողջ եվրոպական մայրցամաքում փնտրում է ինչպես ռոտացիոն, այնպես էլ ԱՄՆ մշտական ներկայության հնարավորություններ: Այս մասին երկուշաբթի լրագրողների հետ հանդիպման ժամանակ ՝ արդյո՞ք ԱՄՆ-ը որևէ այլընտրանք է գտել Թուրքիայի հարավային Ինջիրլիք շրջանում գտնող ռազմաբազայի մասին հարցին ի պատասխան նշել է ԱՄՆ պետքարտուղարի քաղաքական-ռազմական գործերով օգնական Ռ. Հինգշաբթի օրը Կուպերը Աթենքում էր ՝ հանդիպելու Հունաստանի արտաքին գործերի նախարար Նիկոս Դենդիասին: Կուպերը նույն ուղևորության ընթացքում եղել է նաև Կիպրոսում և Բուլղարիայում:

ԱՄՆ-ի և Թուրքիայի հարաբերությունները սրվել են մի շարք հարցերի շուրջ, այդ թվում `հյուսիսային Սիրիայի, որտեղ Թուրքիան մեծ տարածքներ է վերցրել վերասկողության տակ. այդ տարածխքները նախկինում վերահսկում էին ԱՄՆ-ի դաշնակից սիրիացի քրդերը:

Ինջիրլիքի ռազմաբազայի ճակատագիրը, որը տասնամակների ընթացքում ՆԱՏՕ-ի ներկայությունն է ապահովում Թուրքիայի հարավում, եղել է ԱՄՆ-ի և Թուրքիայի վիճելի հարցերից մեկը, հատկապես Թուրքիայում 2016 թվականի ռազմական հեղաշրջման փորձից հետո, երբ ռազմաբազան ականատես եղավ բողոքի ցույցերին: Այդ վայրը հայտնի է նաև միջուկային զինամթերքի իր պահեստով:

Թուրքիայի բարձրաստիճան պաշտոնյաները բազմիցս մեղադրել են ԱՄՆ-ին և ՆԱՏՕ-ին `Թուրքիայի կառավարությունը տապալելու ձախողված փորձում դեր խաղալու մեջ:

Չնայած երկրների միջև առաջացած լուրջ խնդիրներին՝ ԱՄՆ նախագահ Դոնալդ Թրամփի և Թուրքիայի նախագահ Ռեջեփ Թայիփ Էրդողանի հարաբերությունները ջերմ են եղել:

Քուփերը նշել է, որ Միացյալ Նահանգները, ընդհանուր առմամբ, և մակրո մակարդակով, փնտրում են ռոտացիոն ներկայությամբ կամ մշտական հիմունքներով ներկայություն ստեղծելու հնարավորություններ:

Այցի ընթացքում ԱՄՆ պետքարտուղարի օգնականի կանգառներից մեկը ծովային օժանդակ գործունեության Սուդա Բեյ ծովածոցն էր, որը համարվում է ԱՄՆ-Հունաստան պաշտպանական համագործակցության կարևոր վայրերից մեկը, որտեղ կնքվել է ընդլայնված փոխգործակցության համաձայնագիրը  երկու երկրների միջև:
