«Իրատես» թերթը գրում է.
«Երեկ խորհրդարանը սկսեց 2021-ի բյուջեի նախագծի քննարկումները։ ՈՒ մինչ պաշտոնյաները երկրի ֆինանսատնտեսական թիվ մեկ փաստաթղթում առկա անորոշությունը բացատրում էին ռազմական իրավիճակով, պետք է նկատել, որ մինչ այդ էլ մեկ այլ անտեսանելի թշնամի՝ կորոնավիրուսը, խոշոր հարված էր հասցրել տնտեսությանը։
Հարված հարվածի հետևից եկավ, ու հիմա, ինչպես պատասխանատուներն են պնդում, բավական բարդ տարի ենք ունենալու։ «Ակնհայտ է, որ 2021-ը լարված է լինելու, բայց ես վստահ եմ, որ համատեղ աշխատանքի արդյունքում կկարողանանք բյուջե ունենալ, որում հաշվի կառնվեն հնարավոր բոլոր ռիսկերն ու մարտահրավերները»,- հայտարարել է փոխվարչապետ Մհեր Գրիգորյանը։ Մի կողմ թողնելով տնտեսական վիճակի վրա քաղաքական գործընթացների ազդեցությունը, փաստենք, որ նախորդ 2,5 տարում Հայաստանի բյուջեն, այդպես էլ «հեղափոխական» զարգացում չունենալով, թևակոխեց վիրուսի ստեղծած ճահիճը, որից ոչ մի կերպ չի կարողանում դուրս գալ։
Եվ ահա հաջորդ մեծ հարվածը՝ պատերազմ։ Դժվար է ասել, թե Հայաստանի տնտեսությունը ոտքի հանելու համար դեռ քանի տարի կպահանջվի, բայց միանշանակ է, որ առնվազն խոշոր ներարկումներ են պետք։ Այն չնչին ներդրումները, որ նախորդ 2 տարում կային, ոչ մի հարց չեն լուծելու։ Այս ուղղությամբ համալիր աշխատանք է պետք, սակայն այսօր էլ հույսն արտաքին պարտքն է։ Մհեր Գրիգորյանը չի բացառել, որ պետական պարտքի շեմը կբարձրանա։ Իհարկե, միշտ էլ այդ շեմի մեծացումը գեղեցիկ ձևակերպումներով է մատուցվում, հնչում են հավաստիացումներ, թե գումարներն արդյունավետ են ծախսվելու, եկամուտներ են գեներացնելու, մինչդեռ փաստ է, որ վիրուսի ստեղծած խնդիրների պարագայում արդեն նկատելի էին պետության պարտավորությունների կատարման դժվարությունները, ուր մնաց` պատերազմից հետո։
Փոխվարչապետը ճիշտ է՝ համատեղ աշխատանքով հնարավոր կլինի բեկում արձանագրել, բայց մոռացել է ավելացնել, որ հարկավոր են նաև տնտեսությունից հասկացող մասնագետներ, իրենց աշխատանքից գլուխ հանող, ոլորտներից տեղյակ պաշտոնյաներ և օրնիբուն աշխատանք, ընդ որում` կառավարությունում, ոչ թե Ֆեյսբուքում»,-գրում է թերթը:
