Մեր կողմից հիմա ուսումնասիրվում են ֆոսֆորային զինատեսակների կիրառության դեպքերն ու հետեւանքները, դրանք ամբողջացնելու պարագայում մենք կներկայացնենք: Այս մասին այսօր՝ հոկտեմբերի 31-ին, ճեպազրույցի ժամանակ նշել է ՊՆ ներկայացուցիչ Արծրուն Հովհաննիսյանը:

«Բայց կուզենայի փաստել, որ այսօր առավոտյան Ստեփանակերտի ուղղությամբ, օրվա ընթացքում Մարտունիի ուղղությամբ Ադրբեջանի զինված ուժերը կիրառել են հրետանային եւ հրթիռային միջոցներ, ավիացիա՝ խաղաղ բնակչությանը ռմբակոծելու համար:

Ես ուզում եմ հիմա ֆիքսել, որ Ադրբեջանը ընտրովի, շատ հաճախ գերճշգրիտ զինատեսակներից հարվածներ է հասցնում խաղաղ բնակչությանը: Ես երեկ էլ նշեցի, որ Արցախի սպառազինության մեջ գտնվող հաճախ հին, խորհրդային արտադրության զինատեսակները կարող են ունենալ որոշակի շեղում եւ խիտ բնակեցված քաղաքներում տեղակայված ռազմական, լեգիտիմ  օբյեկտներին խոցելու ժամանակ շեղման պատճառով կարող է տուժել նաեւ խաղաղ բնակչությունը, որի առիթով Արցախի ռազմաքաղաքական ղեկավարությունը նույնիսկ հայտարարություն կատարեց, եւ Ադրբեջանը կարող էր սեփական քաղաքացիների անվտանգությունն ապահովելու համար ձեռնարկել հատուկ գործողություններ:

Այսինքն Արցախը որեւէ նպատակ չունի խաղաղ բնակիչներին որեւէ վնաս պատճառելու: Նույնը չի կարելի ասել Ադրբեջանի մասին, որը կիրառելով գերճշգրիտ զինատեսակներ, քաղաքացիական օբյեկտներ են թիրախավորում՝ Ստեփանակերտի ծննդատուն, հոսպիտալներ, Շուշիի եկեղեցի»,-ասաց նա:

Արծրուն Հովհաննիսյանն անդրադարձավ նաեւ վարձկան ահաբեկիչների վերաբերյալ հայկական կողմի ունեցած ապացույցներին. «Թե այս ահաբեկչի, թե այլ ահաբեկիչների առկայության, իրենց օգտագործման, ինչպես ռուսերեն են ասում որպես «ռասխոդնի մատերիալ», մարտավարությունը, թե ինչպես են ահաբեկիչներին կիրառում, որտեղ են կիրառում, ինչ խնդիր են լուծում, ինչպես են եկել Ադրբեջան հասել, այդ ամենի առնչությամբ բավական հետաքրքիր անակնկալներ են սպասվում ադրբեջանցիներին»:
