Ձերբակալվել է Թուրքիայի կողմից Ադրբեջան ուղարկված ահաբեկչական խմբավորման անդամ, սիրիացի վարձկան Մըհըրաբ Մուհամմադ Ալ Շխայիրը: Այս մասին հայտնում են ՀՀ գլխավոր դատախազությունից:

Արդեն տեղեկացվել է, որ 2020թ. սեպտեմբերի 27-ից Ադրբեջանի Հանրապետության ռազմաքաղաքական ղեկավարության կողմից մի շարք միջազգային պայմանագրերի պահանջների խախտմամբ ՀՀ-ի և Արցախի Հանրապետության դեմ սանձազերծված ագրեսիվ պատերազմի, դրա շրջանակներում պատերազմ վարելու արգելված մեթոդներ կիրառելու, համակարգված, կանխամտածված  և նպատակաուղղված կերպով մարդկային և գույքային կորուստներ պատճառելու դեպքերի առթիվ ՀՀ և Արցախի Հանրապետության իրավասու մարմինների կողմից հարուցվել են բազմաթիվ քրեական գործեր:

Բացի այդ Ադրբեջանի Հանրապետության ռազմաքաղաքական ղեկավարությունը, հաշվի չառնելով նաև ահաբեկչության դեմ պայքարին վերաբերող բազմաթիվ միջազգային կոնվենցիաներ և պայմանագրեր, չկատարելով հրադադարի մի քանի համաձայնություններով ստանձնած պարտավորությունները, շարունակել է օգտագործել տարբեր ահաբեկչական խմբավորումների անդամ հանդիսացող վարձկանների: Վերջիններս իրականացրել են միջազգային ահաբեկչություն, շարունակել մարդկանց ոչնչացնելուն, շինություններ, կառույցներ, ճանապարհներ և հաղորդակցության միջոցներ, կապի միջոցներ կամ այլ գույք ոչնչացնելուն և վնասելուն ուղղված գործողությունները, որոնք ուղեկցվել են ականանետային-հրթիռահրետանային, ավիացիոն և անօդաչու թռչող սարքերի օգտագործմամբ՝ հարվածներ հասցնելով Արցախի Հանրապետության և Հայաստանի Հանրապետության մի շարք բնակավայրերի:

2020թ. հոկտեմբերի 29-ին Արցախի Հանրապետությում իրականացվող ռազմական գործողությունների ընթացքում ԱՀ ՊԲ զինծառայողների կողմից հայտնաբերվել է Սիրիայի հյուսիսում տեղակայված ահաբեկչական ճամբարից  2020թ. հոկտեմբերի 19-ին Թուրքիայի Հանրապետության միջոցով Ադրբեջանի Հանրապետություն տեղափոխված և վերը նկարագրված գործողություններին անմիջականորեն մասնակցություն ունեցած՝ Աբու Համշեին խմբավորման Աբու Հուսեին 23 ջոկատի անդամ հանդիսացող վարձկան, Սիրիայի Համմա քաղաքի բնակիչ, 1975թ. մարտի 5-ին ծնված Մըհըրաբ Մուհամմադ Ալ Շխայիրը:

Ադրբեջանի Հանրապետության ռազմաքաղաքական ղեկավարության կողմից նախապես հավաքագրված վարձկանների օգտագործմամբ Արցախի Հանրապետության դեմ ագրեսիվ պատերազմ սանձազերծելու, ագրեսիայի ակտ իրականացնելու, զինված ընդհարման ժամանակ միջազգային մարդասիրական իրավունքի նորմերի լուրջ խախտումներ թույլ տալու, հանցավոր հրաման արձակելու, ինչպես նաև միջազգային ահաբեկչություն իրականացնելու դեպքերի առթիվ քննվող քրեական գործով 2020թ. հոկտեմբերի 31-ին ՀՀ քրեական օրենսգրքի 389-րդ հոդվածով, 390-րդ հոդվածի 1-ին մասի 1-ին կետով, 3-րդ մասի 1-ին, 2-րդ կետերով և 395-րդ հոդվածի 3-րդ մասով նախատեսված հանցանքներ կատարելու կասկածանքով Մըհըրաբ Մուհամմադ Ալ Շխայիրը ձերբակալվել է:
