Ժնեւում Բաքվի եւ Երեւանի ներկայացուցիչները պայմանավորվել են չթիրախավորել խաղաղ բնակչությանն ու ոչ ռազմական օբյեկտները

Ժնեւում հոկտեբերի 30-ին կայացած հանդիպումների արդյունքում Հայաստանն ու Ադրբեջանը համաձայնել են մի քանի հրատապ քայլեր ձեռնարկել, այդ թվում՝ դադարեցնել քաղաքացիական բնակչության միտումնավոր թիրախավորումը։ Այս մասին ասվում է ԵԱՀԿ Մինսկի խմբի համանախագահների տարածած հայտարարությունում։

«Չվնասելով հրադադարի կամ այլ պայմանավորվածություների իրականացմանը՝ կողմերը համաձայնել են հրատապ կարգով մի շարք քայլեր ձեռնարկել, այդ թվում՝

1. կողմերը, համաձայն միջազգային մարդասիրական նորմերի, միտումնավոր չեն թիրախավորի քաղաքացիական բնակչությանը կամ ոչ ռազմական օբյեկտները,

2. կողմերը ակտիվորեն կներգրավվեն մարտի դաշտում մնացած մարմինների փոխանակման գործընթացին՝ ապահովելով ԿԽՄԿ-ին եւ ԵԱՀԿ նախագահի անձնական ներկայացուցչին աշխատանքի համար բոլոր անհրաժեշտ անվտանգության միջոցները,

3. մեկ շաբաթվա ընթացքում կողմերը ԿԽՄԿ-ին եւ ԵԱՀԿ նախագահի անձնական ներկայացուցչին կտրամադրեն ռազմագերիների ցանկերը՝ մուտքի ապահովման եւ փոխանակում իրանակցնելու նպատակով։

4. կողմերը, համաձայն հոկտեմբերի 10-ի համատեղ հայտարարության 2-րդ կետի, կներկայացնեն իրենց գրավոր դիտարկումները  եւ հարցերը՝ կապված հրադադարի հնարավոր վերիֆիկացիոն մեխանիզմների հետ»,- ասված է հայտարարությունում։

Համանախագահները կրկին կողմերին կոչ են արել լիարժեք իրականացնել իրենց ստանձնած պարտավորությունները՝ ներառյալ հումանիտար հրադադարի անհապաղ հաստատումը՝ համաձայն հոկկտեմբերի 10-ին Մոսկվայում ընդունված համատեղ հայտարարության, որը կողմերը վերահաստատել էին հոկտեմբերի 17-ին Փարիզի հետ եւ հոկտեմբերի 25-ին Վաշինգտոնում։ Հայտարարության համաձայն՝ Հայաստանի եւ Ադրբեջանի արտգործնախարարներ Զոհրաբ Մնացականյանի եւ Ջեյհուն Բայրամովի հետ Ժնեւում հոկտեմբերրի 30-ին կայացած համանախագահների հետ նախ առանձին, ապա նաեւ համատեղ հանդիպումների ընթացքում կողմերը բաց եւ առարկայական կարծիքների փոխանակում են ունեցել, որի նպատակն էր հստակեցնել նրանց բանակցային դիրքորոշումները համապարփակ լուծման հիմնական տարրերի շուրջ՝ համաձայն հոկտեմբերի 10-ի հայտարարության 3-րդ կետի։

 «Համանախագահները կշարունակեն ինտենսիվ աշխատել կողմերի հետ հակամարտության խաղաղ կարգավորման հասնելու նպատակով», ասվում է հայտարարությունում։
