Ադրբեջանում գտնվող երկրորդ գերուն տեղափոխելը բժշկական առումով հակացուցված է․ ԿԽՄԿ

Կարմիր խաչի միջազգային կոմիտեն (ԿԽՄԿ) աջակցել է Ղարաբաղյան հակամարտության վերջին սրացման հետևանքով մարտական գործողություններում զոհված զինծառայողների աճյունների արտահանձնմանը։
Այսօրվա գործողությունն իրականացվել է կողմերի փոխհամաձայնությամբ․աճյունները ադրբեջանական կողմից Հայաստանին են արտահանձնվել հայ-ադրբեջանական սահմանին։ ԿԽՄԿ-ն մասնակցել է մարդասիրական գործողությանը որպես չեզոք միջնորդ։
Բացի այդ, կողմերի միջև փոխհամաձայնությամբ հայկական կողմին է արտահանձնվել հակամարտության առնչությամբ պահվող մեկ քաղաքացիական անձ։ ԿԽՄԿ-ի աջակցությամբ տարեց կնոջը Վրաստանի տարածքով Ադրբեջանից Հայաստան են տեղափոխել չորեքշաբթի օրը։ Քաղաքացիական երկրորդ անձին՝ տարեց տղամարդուն, ճամփորդությունն այս պահի դրությամբ բժշկական առումով հակացուցված է եղել։
«Ամուսնու, հոր կամ որդու հուղարկավորումը հոգեբանական տեսանկյունից կարևոր է ընտանիքի վիշտը փարատելու համար»,- ասել է Ժնևում ԿԽՄԿ Եվրասիայի տարածաշրջանային ղեկավար Մարտին Շյուպը։
«Չեզոք միջնորդի իր երկարամյա փորձի համաձայն՝ ԿԽՄԿ-ն փորձում է աջակցել կողմերին փոխըմբռնման եզրեր գտնել նույնիսկ ամենաբարդ հակամարտություններում ՝ լինի դա ռազմագերիների վերադարձի, վիրավորների տարհանման, երկկողմ մարդասիրական գործողությունների, թե աճյունների արժանապատիվ արտահանձնման միջոցով։
Աճյունների արտահանձնումը տեղի է ունեցել Մինսկի խմբի համանախագահների և Եվրոպայում անվտանգության և համագործակցության կազմակերպության (ԵԱՀԿ) գործող նախագահի անձնական ներկայացուցչի համակարգմամբ։
Միջազգային մարդասիրական իրավունքի համաձայն՝ հակամարտության կողմերը պետք է գործադրեն բոլոր ջանքերը՝ ապահովելու, որ աճյունները վերադարձվեն ընտանիքներին՝ վերջիններիս կամ այն կողմի (երկրի) խնդրանքով, որի քաղաքացին է մահացածը։ ԿԽՄԿ-ի դերը՝ որպես չեզոք միջնորդի, կողմերին աջակցելն է իրենց պարտավորությունների կատարման հարցում:
Նշված գործողությունում ԿԽՄԿ-ի մասնակցությունը ներառել է կողմերին աջակցության տրամադրում՝ մարդասիրական սկզբունքների համաձայն աճյունների անվտանգ արտահանձնման ուղղությամբ և գործողությանը նախորդող կազմակերպչական աշխատանքների հարցում։
«Նման գործողությունները չափազանց կարևոր են զոհվածների ընտանիքների համար։ Իրենց հարազատների աճյունները չստանալու դեպքում ընտանիքների կորստի վշտին գումարվում է նաև անորոշության կսկիծը։ Հարազատի ճակատագրի կամ գտնվելու վայրի մասին տեղեկություն չունենալը մեծ տառապանք է պատճառում ընտանիքներին»։
«Այս գործողությամբ հույս ունենք գոնե ինչ-որ չափով փարատելու ընտանիքների վիշտը։ Նրանք կկարողանան արժանապատվորեն և իրենց ավանդույթների համաձայն հուղարկավորել և հրաժեշտ տալ իրենց հարազատներին»։
ԿԽՄԿ-ն մշտապես պատրաստ է մասնակցելու համանման այլ գործողությունների՝ դրանց իրականացման շուրջ կողմերի միջև փոխհամաձայնության հասնելուն պես։
1992 թ․-ից՝ Ղարաբաղյան հակամարտության առնչությամբ իր գործունեության սկզբից ի վեր՝ ԿԽՄԿ-ն բազմիցս աջակցել է իշխանություններին նման գործողություններում։ Անհրաժեշտության դեպքում ԿԽՄԿ-ն կշարունակի աջակցել նշված գործողություններին և անհայտ կորած անձանց առնչվող ցանկացած նախաձեռնության։
