Լեռնային Ղարաբաղի հակամարտության կարգավորման առաջին փուլում անհրաժեշտ է դադարեցնել ռազմական գործողությունները եւ նստել բանակցությունների սեղանի շուրջ, հայտարարել է ՌԴ նախագահ Վլադիմիր Պուտինը,փոխանցում է «ՌԻԱ Նովոստի»-ն:

«Առաջին փուլում անհրաժեշտ է դադարեցնել ռազմական գործողությունները, դադարեցնել մարդկանց մահը, նստել բանակցությունների սեղանի շուրջ եւ այն առաջարկների հիման վրա, որոնք մշակվել են Մինսկի խմբի եւ Ռուսաստանի, ԱՄՆ-ի, Ֆրանսիայի համանախագահների կողմից, այդ Մինսկի խմբի այլ անդամների մասնակցությամբ, այնտեղ շատ երկրներ կան, այդ թվում` Թուրքիան, եվրոպական մի շարք պետություններ, այդ աշխատանքի հիման վրա կոնսենսուս եւ շահերի հավասարակշռություն գտնել: Դա հնարավոր է անել»,- ասել է Պուտինը «ՎՏԲ Կապիտալ» ներդրումային ֆորումի նիստին:

Նրա խոսքով` յուրաքանչյուրն իր ճշմարտությունն ունի: «Այստեղ հեշտ լուծումներ չկան, քանի որ հանգույցը շատ բարդ է կապված: Մեր դիրքորոշումը բաց է. խոսել հինգ գումարած երկու շրջաններն Ադրբեջանին փոխանցելու մասին` ղարաբաղյան գոտու համար որոշակի ռեժիմի ապահովմամբ, Հայաստանի հետ փոխգործակցությամբ: Ինչու՞մ կամ որտե՞ղ է այդ երկարաժամկետ կարգավորումը: Շահերի հավասարակշռություն գտնելու մեջ, որը ձեռնտու կլիներ երկու կողմերին էլ. ինչպես ադրբեջանական ժողովրդին, որի նկատմամբ մենք մշտական հարգանքով ենք վերաբերվում, նաեւ որպեսզի հաշվի առնվեն հայ ժողովրդի եւ Հայաստանի պետության շահերը: Որպեսզի մարդիկ իրենց անվտանգ զգան, բայց միեւնույն ժամանակ հնարավորություններ ստեղծեն տարածաշրջանային արդյունավետ զարգացման համար` բոլոր ապակառուցվածքային հնարավորությունների ապաշրջափակմամբ եւ զարգացմամբ, որոնք հիմք կդառնային ինչպես Ադրբեջանի, այնպես էլ Հայաստանի եւ հենց Լեռնային Ղարաբաղի արդյունավետ զարգացման համար»:

«Չէ որ ինչի՞ց է սկսվել հակամարտությունը: Էթնիկական բախումներից... եւ Խորհրդային Միության այն ժամանակվա ղեկավարությունը ոչ մի արդյունավետ միջոց չձեռնարկեց մարդկանց անվտանգությունն ապահովելու համար: Հայերն զենք վերցրեցին եւ ինքնուրույն դա արեցին»,- հայտարարեց Պուտինը:
