«Ժողովուրդ» թերթը գրում է. «Էլէներգիայի սակագնի բարձրացման դեմ բողոքի ակցիաների տարածմանը զուգահեռ՝ հատկապես իշխանության ներկայացուցիչների շուրթերից վերջին օրերին հաճախ կարելի է լսել հարց, թե ինչպես կարելի է էլէներգիայի թանկացում թույլ չտալ: Նման հարց հնչեցնողները պնդում են, որ անկախ նրանից, թե ինչպես է գոյացել «Հայաստանի էլեկտրական ցանցեր» ընկերության 220 միլիոն դոլարի պարտքը, եթե այսօր էլէներգիայի սակագինը չբարձրացվի, ապա էներգամատակարարման համակարգը լուրջ խնդիրների առջեւ կկանգնի, այլ ելք էլ չկա:

«Ժողովուրդ» օրաթերթը ստեղծված իրավիճակում ՀՀ իշխանություններին լուծման մի տարբերակ է առաջարկում. ՀՀ կենտրոնական բանկը կարող է պետական պահուստների հաշվին, օրինակ, տասը տարով 220 մլն դոլարի վարկ տրամադրել ՀԷՑ-ին` դիմացը որպես գրավ վերցնելով այդ ընկերության բաժնետոմսերը: Այս մոտեցումը լիարժեք տեղավորվում է ՀՀ Սահմանադրության 83.3 հոդվածի սահմաններում, որտեղ նշված են ՀՀ ԿԲ-ի գործառույթները:

Ըստ այդմ, Սահմանադրությունը սահմանում է. «ՀՀ կենտրոնական բանկի հիմնական խնդիրը ՀՀ-ում գների կայունությունն ապահովելն է՚: Իհարկե, որոշակի օրենսդրական փոփոխություններ կատարելու անհրաժեշտություն կլինի այս տարբերակը կիրառելու դեպքում, ինչը ՀՀ Կառավարությունը կարող է 1 օրում կազմակերպել: Դրանից 10 օր անց համապատասխան փոփոխություններն ուժի մեջ կմտնեն, ու օրենսդրական դաշտն արդեն հնարավորություն կտա գործարքը կնքել: Այդ գործարքով եւ ՀԷՑ-ի խնդիրը կլուծվի, եւ հնարավոր կլինի հմուտ քարոզչությամբ հակառուսական տրամադրությունները չեզոքացնել երկրում, ինչն այդքան ցանկանում են իշխանական կոնկրետ շրջանակներ»:
