Որքանո՞վ է իրագործելի Ղարաբաղում Կոսովոյի սցենարը. փորձագետի պարզաբանումը

ԱՄՆ միջնորդությամբ կոսովյան սցենարը կապված է Սերբիայի եւ նրա նախկին ինքնավար մարզի միջեւ տնտեսական համագործակցության ակտիվացման հետ: Այս մասին NEWS.am-ի հետ զրույցում ասաց քաղաքագետ Անդրեյ Արեշեւը:
Նա պարզաբանեց, որ այդ գործոնները խիստ տարբեր են Ղարաբաղի եւ Կոսովոյի դեպքում: Նա հավելեց, որ նախկին Հարավսլավիայի տարածքում կոնֆլիկտի սկզբից Արեւմուտքը ամեն ինչում միակ մեղավոր է ճանաչել Սերբիային:
«Նրանք, ովքեր Բելգրադի դեմ էին հանդես գալիս, միանշանակ աջակցություն էին ստանում Արեւմուտքի կողմից, այդ թվում՝ ռազմական աջակցություն: Իսկ Ղարաբաղի դեպքում դա չի եղել եւ չկա, թեկուզ այն պատճառով, որ Թուրքիան ՆԱՏՕ-ի անդամ է: Չնայած նրան, որ Թուրքիան ՆԱՏՕ-ի համար բարդ մասնակից է, չէի չափազանցնի նրա տարաձայնություններն արեւմտյան երկրների հետ՝ հաշվի առնելով նրանց միջեւ պաշտպանական պայմանագրերը»,-նշեց Արեշեւը:
Փորձագետի գնահատմամբ՝ պատահական չէ, որ Ղարաբաղում հակամարտությունը համընկել է «TANAP» խողովակաշարի կառուցման ավարտի հետ, որը դեպի Եվրոպա հարավային գազային միջանցքի մաս է: «Այստեղ խոսքը նաեւ Թուրքիայի նպատակներից մեկի՝ էներգետիկ շուկաների վերաձեւաչափավորման մասին է: Թուրքիան ձգտում է տարածաշրջանում էներգետիկ խաբի դեր տանել, ինչը թույլ կտա ամրապնդել լուրջ խնդիրների առաջ կանգնած թուրքական տնտեսությունը»,-նշեց նա:
Քաղաքագետը պարզաբանեց, որ ԵԱՀԿ ՄԽ համանախագահ երկրների ակտիվությունը կապված է հակամարտության մասշտաբայնության հետ, ինչն անմիջական ազդեցություն ունի ներքաղաքական վիճակի վրա, այդ թվում ԱՄՆ-ում եւ եվրոպական մի շարք երկրներում:
«Մենք տեսնում ենք, որ Ղարաբաղի եւ Հայաստանի դեմ Թուրքիայի ագրեսիան լուրջ գործընթացներ է հրահրել Իրանի ներգրավվածությամբ եւ հարեւան երկրներում ահաբեկչության տարածմամբ: Այդ պայմաններում ԱՄՆ-ն չէր կարող մի կողմ քաշվել, սակայն այդ ակտիվությունը դեռ արդյունք չի տալիս, քանի որ Ալիեւը՝ զգալով Թուրքիայի աջակցությունը, մտադիր չէ պահպանել հրադադարի ռեժիմը: Ինչ վերաբերում է հավանականությանը, որ Վաշինգտոնի ակտիվությունը կապված է Ռուսաստանից բանակցային գործընթացի հարցով նախաձեռնությունը վերցնելու փորձի հետ, ապա այն չնչին է, քանի որ ԱՄՆ-ն այսօր այն վիճակում չէ, թեկուզ այն պատճառով, որ մեկ շաբաթ անց ԱՄՆ-ում նախագահական ընտրություններ կանցկացվեն: ԱՄՆ-ի կողմից նման փիառ քայլը կապված էր Դոնալդ Թրամփի՝ տարածաշրջանային կոնֆլիկտները հարթելու ունակությունը ցույց տալու եւ քաղաքական լրացուցիչ դիվիդենդներ ստանալու փորձի հետ: Նման կոնֆլիկտները, հատկապես այնպիսի խաղացողների ներգրավմամբ, ինչպիսին է Թուրքիան, ակնհայտորեն չեն կարգավորվում դիվանագիտական հայտարարություններով: Մեծ հաշվով ԱՄՆ-ն դեմ չէր լինի Անդրկովկասում Թուրքիայի ուժեղացմանը՝ որպես տարածաշրջանում ՆԱՏՕ-ի շահերի կուրատոր: Ուստի Անկարայի վրա Արեւմուտքի ճնշման հավանականությունը մեծ չէ»,-եզրափակեց Արեշեւը:
