Ռուսաստանի Դաշնության Արտաքին գործերի նախարարության պաշտոնական ներկայացուցիչ Մարիա Զախարովան հայտարարել է, որ ՌԴ-ն շարունակում է ակտիվ միջնորդական ջանքերը Լեռնային Ղարաբաղի հակամարտության գոտում արյունահեղությունը դադարեցնելու ուղղությամբ: «Արմենպրես»-ի փոխանցմամբ՝ այս մասին Զախարովան հայտարարել է հոկտեմբերի 22-ին տեղի ունեցած ճեպազրույցի ընթացքում:

«Մենք շարունակում ենք ակտիվ միջնորդական ջանքերն՝ ուղղված Լեռնային Ղարաբաղի հակամարտության գոտում արյունահեղության դադարեցմանը: ԼՂ հակամարտության կարգավորման հարցը, մասնավորապես, քննարկվել է հոկտեմբերի 20-ին և 21-ին, Մոսկվայում՝ Ռուսաստանի Դաշնության արտաքին գործերի նախարար Սերգեյ Լավրովի առանձին հանդիպումների ընթացքում ՀՀ ԱԳ նախարար Զոհրաբ Մնացականյանի ու Ադրբեջանի արտգործնախարար Ջեհյուն Բայրամովի հետ: Ինչպես և առաջ, աշխատում ենք ԵԱՀԿ Մինսկի խմբի համանախագահության ձևաչափում»,- նշել է Զախարովան:

Սեպտեմբերի 27-ից Ադրբեջանը Թուրքիայի աջակցությամբ ռազմական գործողություններ էր սանձազերծել Արցախի դեմ՝ կիրառելով ողջ զինանոցը, թիրախավորելով անգամ քաղաքացիական բնակչությանը թե Արցախում, թե Հայաստանում: Առկա են հաստատված տեղեկություններ, որ Ադրբեջանի զինուժի կազմում հայկական կողմի դեմ մարտերի մեջ են նաև Սիրիայից Թուրքիայի միջոցով բերված վարձկաններ: Ադրբեջանն անտեսել է անգամ հոկտեմբերի 10-ից Ռուսաստանի Դաշնության նախագահ Վլադիմիր Պուտինի նախաձեռնությամբ Հայաստանի, Ռուսաստանի և Ադրբեջանի արտաքին գործերի նախարարների ձեռք բերած համաձայնությունը՝ կրակի դադարեցման մասին և պայմանավորվածության ուժի մեջ մտնելուց րոպեներ անց կրակել Արցախի ուղղությամբ, ձեռնարկել հարձակումներ, հրթիռակոծել առաջնագիծն ու բնակավայրեր: Հոկտեմբերի 17-ին Հայաստանի Հանրապետությունը և Ադրբեջանի Հանրապետությունը որոշել էին հոկտեմբերի 18-ին, տեղական ժամանակով ժամը՝ 00:00-ից հաստատել մարդասիրական զինադադար: Որոշումը կայացվել էր՝ ի շարունակություն ԵԱՀԿ Մինսկի խմբի համանախագահ երկրները ներկայացնող Ֆրանսիական Հանրապետության, Ռուսաստանի Դաշնության և Ամերիկայի Միացյալ Նահանգների նախագահների հոկտեմբերի 1-ին արված հայտարարության, ԵԱՀԿ Մինսկի խմբի համանախագահների հոկտեմբերի 5-ի արված հայտարարության և համաձայն հոկտեմբերի 10-ին Մոսկվայում ընդունված համատեղ հայտարարության: Հումանիտար հրադադարի մասին պայմանավորվածության ուժի մեջ մտնելուց րոպեներ անց Ադրբեջանը դարձյալ կրակել Արցախի ուղղությամբ, ձեռնարկել հարձակումներ, հրետակոծել առաջնագիծը:
