ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանի հայտարարությունը.
Ադրբեջանի զինված ուժերի արդեն 22 օր տևող ու չդադարող զինված հարձակումները մարդասիրական աղետ են առաջացրել ոչ միայն Արցախի քաղաքացիական բնակավայրերում, այլ նաև բոլոր այն վայրերում, որտեղ անմիջական ռազմական բախումներն են:
Արցախի քաղաքացիական բնակավայրերի ուղղությամբ ադրբեջանական զինված ուժերի շարունակվող թիրախային հարձակումների հետևանքով ավերվում են տներ ու կենսական քաղաքացիական ենթակառուցվածքներ, արգելված զինատեսակներից սպանվում կամ կյանքը խեղող վնասվածքներ են ստանում խաղաղ բնակիչներ: Արցախում ադրբեջանական զինված ուժերը հարձակումներ են գործում շտապ բժշկական օգնության մեքենաների ու հոսպիտալի ուղղությամբ:
22 օր անընդհատ հայտարարվում է բոլոր կողմերում գերիների, ինչպես նաև զոհերի ու դիակների մասին:

Առկա վիճակը աղետալի է նաև շրջակա միջավայրի աղտոտման, վարակիչ հիվանդությունների զանգվածային տարածման ու համաճարակների բռնկման տեսանկյունից՝ բնապահպանական աղետի վերածվելու իրական սպառնալիքով: Իսկ այս ամենն արդեն չի ճանաչում պետական սահմաններ ու վտանգավոր է ողջ տարածաշրջանի համար: Այս մասին է վկայում նաև Հայաստանի առողջապահության նախարարության մասնագիտական գնահատականը:
Այս ամենը միջազգային իրավունքի, այդ թվում՝ 1949 թ.-ի Ժնևյան կոնվենցիաներում ամրագրված և սովորութային մակարդակում գործող միջազգային մարդասիրական իրավունքի հիմնարար պահանջների շարունակվող հանցավոր խախտումներ են:
Միջազգային հանրությանը՝ անհրաժեշտ է իրական քայլերով անհապաղ կանխել այս վայրագություններն ու անմարդկային վերաբերմունքը: Կարմիր Խաչի Միջազգային Կոմիտեի (ԿԽՄԿ, ICRC) համար պետք է ապահովվի մարդասիրական առաքելության իրական և արդյունավետ հնարավորություն:
