Կուսակցությունների հիմնական մտահոգությունը պայմանավորված է այն հանգամանքով, որ արձանագրվեց թե՛ Արցախի Հանրապետության նախագահի, և թե՛ ՀՀ վարչապետի հայտարարություներում, որ իրավիճակը օրհասական է»: Yerevan.Today-ի հետ զրույցում նման կարծիք հայտնեց «Հայաստանի Քրիստոնեա-դեմոկրատական» կուսակցության նախագահ, ՀՀ նախկին վարչապետ Խոսրով Հարությունյանը՝ անդրադառնալով արտախորհրադարանական կուսակցությունների հայտարարությունը` ռազմաքաղաքական հարցերի օպերատիվ կառավարման շտաբ ստեղծելու մասին:
Նշենք, որ հայտարարությամբ կուսակցությունները պահանջում են կառավարությունից հրատապ կարգով ստեղծել ռազմաքաղաքական հարցերի օպերատիվ կառավարման շտաբ-պետական հատուկ մարմին և Հայրենքի պաշտպանությունն արդյունավետ կազմակերպելու համար ներգրավել Հայաստանի և Արցախի Հանրապետությունների նախկին և գործող նախագահներին, վարչապետներին, պաշտպանության և արտաքին գործերի նախարարներին, ռազմական և քաղաքական փարձառություն ունեցող այլ անձանց:
«Շատ դեպքերում անհրաժեշտություն է առաջանում պատերազմական իրավիճակներում իրավիճակին համապատասխան կազմակերպել նաև թիկունքի աշխատանքները, կազմակերպել նաև որոշակի համակարգված գործողություններ, որոնք կարող են երաշխավորել ստեղծված ծանր իրավիճակում համեմատաբար ռացիոնալ լուծումներ, ռեսուրսների ավելի արդյունավետ օգտագործում: Մեր մտահոգությունը բացառապես պայմանավորված էր սրանով: Այսինքն, եթե պատասխանատու քաղաքական ղեկավարությունը արձանագրում է, որ իրավիճակը օրհասական է, սա խոսում է այն մասին, որ պետական կառավարման համակարգը կարիք ունի կարող ուժերի համալրման, այնպիսիուժերի ներգրավման, որոնք իրենց փորձառությամբ, հմտությամբ, իրենց անցած ճանապարհով ակնայտորեն կարող են ավելի օգտակար լինել ստեղծված իրավիճակում:
Իմաստը մեր հայտարարության հենց դա է՝ փորձել նեցուկ դառնալ ստեղծված իրավիճակում սեփական կարողություններով և հնարավորություններով: Որպես կանոն, ծայրաստիճան լարված նաև պատերազմական իրավիճակներում ձևավորվում են հատուկ կառույցներ, ինչպես օրինակ՝ 1992 թվականին Արցախում ձևավորվեց Պետական պաշտպանության կոմիտեն, որն իր ձեռքը վերցրեց օպերատիվ ամբողջ իրավիճակի կառավարման և համակարգման ողջ պատասխանատվությունը: Մենք ենթադրում ենք, որ նման օպերատիվ կառավարման շտաբի անհրաժեշտություն կա նաև այսօր և ելնելով այս ընկալումներից՝ մենք առաջարկում ենք, որպեսզի իշխանությունները քննարկեն մեր առաջարկը, և հուսով եմ, որ կարձագանքեն դրական:
Կրկնում եմ՝ խոսքը գնում է հենց իշխանության կողմից բանաձևած կարող ուժերի մոբիլիզացման մասին, այդ թվում ՝ նաև պետական կառավարման համակարգում պատասխանատու որոշումներ կայացնելու առումով»,- ասաց Խոսրով Հարությունյանը:
