«Փաստ» օրաթերթը գրում է
Երեկ ԵԱՀԿ Մինսկի խմբի համանախագահները Հայաստանի արտգործնախարար Զոհրաբ Մնացականյանի հետ հանդիպումից հետո տարածել են հերթական հայտարարությունը։ Այստեղ հատուկ ընդգծվում է «մոսկովյան պայմանավորվածության» մասին: Ընդհանրապես, վերջին մի քանի օրերին առավել ակտիվ են խոսակցությունները միջազգային հանրության արձագանքների և մասնավորաբար ռուսական կողմի դերակատարության հետ կապված: «Հենակետ» վերլուծական կենտրոնի փորձագետ Վիտալի Մանգասարյանը «Փաստի» հետ զրույցում նշում է, որ մեծ հաշվով միջազգային հանրությունից, բացի ստանդարտ և միատոն հայտարարություններից, ակնկալիքներ չկան:
«Բոլորը զբաղված են իրենց խնդիրներով, և ստեղծված իրավիճակում մենք մեր էներգիան էլ ավելի պետք է կենտրոնացնենք ռազմավարական դաշնակից Ռուսաստանի հետ տարվող աշխատանքներում: Արդեն իսկ Ռուսաստանի պաշտպանական գերատեսչությունը հայտարարել է, որ ակտիվ մասնակցություն է ունենում հակամարտության գոտում կայունություն մտցնելու ուղղությամբ, ինչը, բացի դիվանագիտական մեսիջներից, նաև ռազմական մեսիջներ է պարունակում»,-ասում է մեր զրուցակիցը: Նա նաև նշում է. «Ստեղծված իրավիճակից պարզ է, որ թշնամին թքած ունի ցանկացած պայմանավորվածության վրա, ուստի նրան լռեցնելու և կառուցողական դաշտ տեղափոխելու համար անհրաժեշտ է հուժկու հակահարված հասցնել: Այդ հարվածը էլ ավելի էֆեկտիվ կլինի, երբ մենք մեծ աշխատանք տանենք բոլոր ճակատներով՝ ռազմաճակատից մինչև դիվանագիտական ու քարոզչական»: Ինչ վերաբերում է ռուսական գործոնին, ապա, ըստ Մանգասարյանի, պետք է հստակ հասկանալ և գիտակցել, որ այն մասնավորապես մեր տարածաշրջանում շատ մեծ է, և մենք պետք է կարողանանք այդ գործոնը մաքսիմալ օգտագործել ի նպաստ մեր երկրի շահերի:
«Այս մասին է վկայում նաև նախօրեին ԵԱՀԿ Մինսկի խմբի համանախագահների հայտարարությունը. չնայած, մեծ հաշվով, շարքային հայտարարություններից էր, սակայն, փաստացի ակնարկվում էր, որ խնդրի կարգավորման հիմնական նախաձեռնությունը ռուսական կողմինն է, քանի որ պաշտոնական Մոսկվայի դերակատարումը մեր տարածաշրջանում խաղաղություն և կայունություն ապահովելու հարցում աներկբա է ու դոմինանտ»,- հավելեց Վ. Մանգասարյանը։ Ի դեպ, երեկ ՀՀ նախագահ Արմեն Սարգսյանը ևս RT հեռուստաընկերությանը տված հարցազրույցում հատուկ ընդգծել է Ռուսաստանի դերակատարության մասին: Նախագահը մասնավորաբար նշել է, որ Ռուսաստանը վստահելի գործընկեր է, և որ ՌԴ-ի հարաբերություններն այնքան շատ են հավասարակշռված, որ երկու կողմերը կարող են նրան վստահել որպես միջնորդի:
