Ի սկզբանե պարզ էր, որ հրադադարը՝ եթե նույնիսկ ուժի մեջ մտնի, փխրուն է լինելու, որովհետև մի կողմից համատեղ հայտարարությամն մեջ մատնանշաված չեն կոնկրետ մեխանիզմներ, և երկրորդ՝ պայմանավորվողներից մեկը՝ Ադրբեջանն, այս օրերին ամբողջովին կորցրել է իր սուվերենությունը ու ամենևին էլ փաստ չէ, որ Թուրքիան կհարգի մոսկովյան պայմանավորվածությունները։

Ավելին՝ ենթադրում եմ, որ դեէսկալացիան չի բխում Անկարայի շահերից, որը փորձում է ամեն գնով հասնել նրան, որ մեր տարածաշրջանի հարցերով հենց ինքը պայմանավորվի Մոսկվայի հետ(հիշենք՝ պատերազմից մի քանի օր առաջ Չավուշօղլին Լավորվին առաջարկել էր Հարավային Կովկասի, այսպես ասած՝ մենեջմենտի սիրիական մոդելը, ինչը ռուսների կողմից մերժվել էր)։

Երեկվա հայտարարության մյուս կետերն այս պահին այնքան էլ ակտուալ չի։
Իհարկե, դրական է ԵԱՀԿ Մինսկի խմբի համանախագահների միջնորդության, բանակցային գործընթացի ձևաչափի անփոփոխության ամրագրումը։ Բայց դրանից առանձնապես ոգևորվել պետք չէ, որովհետև որևէ մեկը, անգամ՝ պաշտոնական Անկարան, լուրջ չէր էլ քննարկում Թուրքիայի՝ ԵԱՀԿ Մինսկի համանախագահությանը մաս կազմելու հնարավորությունը։ Դա գործնականում բացառված է ու ընդամենը թուրքերի քարոզչական տրյուկն է, որի տակ թաքնված են նրանց տարածաշրջանային, կայսերական հավակնությունները։ Բայց եթե մենք ոգևորվում ենք Անկարային բանակցային գործընթացում չտեսնելու հեռանկարից կամ դրա փաստաթղթային ամրագրումից, պարտավոր ենք առնվազն սթափ խոստովանել, որ "բանակցային գործընթացի ձևաչափի անփոփոխության" ձևակերպումը վերաբերում է նաև Արցախին, կարճ ասած՝ միջազգային հանրությունը դեռ պատրաստ չէ Արցախին ևս տեսնել բանակցային գործընթացում։

Մեր դիվանագիտությունն ահռելի աշխատանքի դաշտ ունի։ Մեր բանակը աշխարհին ստիպել է հաշվի նստել հայկական օրակարգի, շահերի հետ, ըստ այդմ՝ պետք է հետևողական քայլեր կատարվեն Արցախի սուբեկտության փաստացի մեծացումը կապիտալիզացնելու ուղղությամբ։ Դա տեղի է ունեցել պատերազմում, իր արտացոլումը պետք է ունենա նաև բանակցային գործընթացում։ Կարգավորման գործընթացում պաշտոնական Երևանն այլևս պետք է առաջնորդվի "անջատում՝ հանուն փրկության" դոկտրինով՝ միջազգային հանրությանը հակելով ճանաչել Արցախի ժողովրդի ինքնորոշման իրավունքի անխուսափելիությունը։

Ու միշտ պետք է հիշել․ միջազգային որև փաստաթուղթ ստատիկ չէ, պետք չէ դրանով շատ ոգևորվել կամ խիստ հիսթափվել, երբ այն կյանքի չի կոչվում։Մեր բանակը ստեղծել է նոր ստատուս-քվո ու մեր դիվանագիտությունը պարտավոր է կապիտալիզացնել այդ նոր իրողությունը։
