Ադրբեջանի պաշտպանության նախարարությունում, 2015 թվականի ձմեռային կրթական ուսումնական ժամանակաշրջանի ավարտի արդյունքներին նվիրված Կոլեգիայի նիստում պաշտպանության նախարար Զաքիր Հասանովը խոսել է բանակում անցկացվող բարեփոխումները շարունակելու, զինծառայողների բարոյահոգեբանական վիճակի, կարգ ու կանոնն ուժեղացնելու, անձնակազմի սոցիալական պայմանները բարելավելու, զորամասերի մարտական պատրաստվածության վիճակի մասին:
«Ազադլիգ»-ը գրում է, որ ինչպես միշտ նիստում բարձր խոստումներ են տրվել եւ խոսվել բանակում կատարվող աշխատանքների մասին:
«Սակայն, տարիներ շարունակ կատարվող այդ աշխատանքները չեն ուժեղացնում երիտասարդների մեջ ռազմական ոլորտի նկատմամբ հետաքրքրությունը, չի զգացվում բարձր հոգեբանական վիճակ:
Դրանք ասվում են միայն ասվելու համար:
Ինչպե՞ս կարող է նման իրավիճակում բարելավել զինծառայողի բարոյահոգեբանական վիճակը, երբ բանակում շարունակվում են բացասական միտումները, բանակին հատկացված փողերում թափանցիկություն չկա, հրամանատար-զինվոր հարաբերությունները ցանկալի մակարդակի վրա չեն, ինչպե՞ս կարող է զարգացումլինել: Ոչ մարտական պայմաններում այդ չափ զինվորի մահը, ծեծի արդյունքում սպանությունների մասին լուրերը ինչպես զինակոչիկների, այնպես էլ բանակում գտնվողների վրա բացասական բարոյահոգեբանական ազդեցությունեն ունենում: Ադրբեջանում այնպիսի մթնոլորտ է ստեղծվել, որ երիտասարդները զինծառայությունն այլեւս որպես «տղամարդկության դպրոց» չեն տեսնում, քանի որ բանակում առկա անառողջ մթնոլորտը, զինվորների շահագործման փաստերը մարդկանց մոտ զզվանքի զգացողություն են առաջացնում», - գրում է թերթը:
Պարբերականը հարցնում է, թե ինչպե՞ս կարող է հայրենասիրական զգացում զարգանալ մի երկրում, որտեղ իշախնությունների կամայականություններից զզված Ղարաբաղյան պատերազմի վետերանն ինքնահրկիզման է դիմում, բանակում զոհվածի ընտնիքը չի կարողանում ստանալ հասանելիք փոխհատուցումը:
«Պատերազմական պայմաններում գտնվող երկրի բանակում առկա կոռուպցիան, հրամանատարների կամայականությունները, ոչ մարտական պայմաններում մահվան դեպքերը, պարենի, հագուստի խնդիրները երկրորդ պարտության ցուցանիշն են: Աղքատ ընտանիքներից զինվորներին առաջնագիծ ուղարկելով, չինովնիկների որդիներին բանակից խուսափել տալով՝ բանակում մարտական ոգի ստեղծել հնարավոր չէ: Հակառակ դեպքում` անիմաստ է խոսել բանակում կարգ ու կանոնից ու մարտական պատրաստվածությունից», -ամփոփում է «Ազադլըգ»-ը:
