13 կուսակցությունների կոչը՝ Հայաստանի Հանրապետության և Արցախի Հանրապետության իշխանություններին

2020թ. սեպտեմբերի 27-ին, Ադրբեջանի կողմից, Թուրքիայի բացայատ աջակցությամբ և խրախուսմամբ սանձազերծած պատերազմը մեկ անգամ ևս շեշտեց Հայաստանի և Արցախի Հանրապետությունների միջև ռազմավարական դաշինք կնքելու անհրաժեշտությունը։
Հիմք ընդունելով Հայաստանի անկախության մասին 1990 թ. օգոստոսի 23-ի, ԼՂՀ հռչակման մասին 1991 թ. սեպտեմբերի 2-ի հռչակագրերը եւ արձանագրելով Արցախի ինքնիշխանության հռչակման ու դրան հաջորդած գործընթացի օրինականությունն ու համապատասխանությունը միջազգային և ներպետական իրավական կառուցակարգերին,
Նկատի ունենալով՝
– Հայաստանի հանձնառությունը՝ երաշխավորելու Արցախի ժողովրդի անվտանգությունն ու ինքնորոշման իրավունքի իրացումը եւ անվտանգության ապահովման հետ կապված հարցերում համաձայնեցված գործողությունների անհրաժեշտությունը,
– բանակցային գործընթացի լիարժեքության եւ արդյունավետության ապահովման առումով Արցախի Հանրապետության լիիրավ մասնակցության անխուսափելիությունը,
– բանակցային գործընթացում Արցախի Հանրապետության անկախ կարգավիճակի, նրա տարածքային ամբողջականության վերականգնման եւ անվտանգության հետ կապված հարցերի լուծման առաջնահերթությունը,
– մարդու հիմնարար իրավունքների իրացման, անվտանգության, ռազմական համագործակցության, արտաքին քաղաքական գործունեության եւ բազմաթիվ այլ բնագավառների հետ կապված Հայաստանի եւ Արցախի Հանրապետությունների իրավահարաբերությունների՝ մինչ օրս լիարժեք կարգավորված չլինելու հանգամանքը, ինչպես նաեւ Հայաստանի Հանրապետության եւ Արցախի Հանրապետության իրավապայմանագրային հարաբերությունները նոր մակարդակի բարձրացնելու անհրաժեշտությունը.
Մենք՝ ներքոստորագրյալ կուսակցություններս, կոչ ենք անում Հայաստանի Հանրապետության եւ Արցախի Հանրապետության իշխանություններին՝ անհապաղ քայլեր ձեռնարկել երկու հանրապետությունների միջև ռազմավարական համապարփակ համագործակցության պայմանագիր կնքելու ուղղությամբ։
