«Հրապարակ» թրթը գրում է. «Քաղպայմանագրի» հերթական ընդլայնված նիստի ժամանակ «Իմ քայլի» պատգամավոր Հովիկ Աղազարյանը, մեր տեղեկություններով, հերթական սկանդալային առաջարկն է ներկայացրել կառավարությանը՝ սահմանել տուգանք բոլոր այն քաղաքացիների համար, ովքեր գնումներ կատարելիս կամ ծառայություններից օգտվելից ՀԴՄ կտրոններ չեն վերցնի։ Պատգամավորն ասել է՝ միայն այդպես է հնարավոր պայքարել ստվերի դեմ եւ բյուջեն լցնել ու տնտեսական հավասարություն ստեղծել։

Մեզ հետ զրույցում Աղազարյանը հաստատեց, որ նման առաջարկ է արել։ Ինչո՞ւ։ «Որովհետեւ քաղաքացին ինքն է առաջին հերթին շահելու դրանից եւ, ուրեմն, պիտի շահագրգիռ լինի, որ ՀԴՄ կտրոն տան իրեն։ Եվ հետո՝ եթե քաղաքացին առեւտուր է անում, բայց չի վերցնում ՀԴՄ կտրոնը, նշանակում է՝ ինքը նույնքան իրավախախտ է, որքան տվյալ խանութի տերը։

Իսկ եթե քաղաքացին պահանջատեր լինի այդ հարցում, սա ոչ միայն  ֆինանսական խնդիր է լուծելու, այլեւ տնտեսության դաշտում իրավական եւ ֆինանսական հավասարության ամրապնդման հարցում հսկայական նշանակություն կունենա, որովհետեւ, եթե դու ՀԴՄ չես տպում, իսկ ես տպում եմ, ուրեմն մենք անհավասար դաշտում ենք, իսկ դա բացասական  հետեւանքների է բերում»։

Թե ինչպես են վերահսկելու եւ պատժելու օրինախախտ քաղաքացիներին, դրա պատասխանն էլ կա։ «Եթե քաղաքացին իմանա, որ 10 անգամից կամ 100 անգամից մեկ անգամը բռնվելու է, ապա ինչո՞ւ պիտի անընդհատ նման անհանգստության մեջ ապրի՝ ամեն անգամ կվերցնի»,- վստահ է պատգամավորը»:
