Մարդու իրավունքների պաշտպանը չունի իրավասություն զբաղվելու բանկերի դեմ, վարկային կազմակերպությունների դեմ բողոքներով, այդուհանդերձ իրականացնում ենք որոշակի մոնիտորինգ: Այս մասին այսօր «Բարգավաճ Հայաստան» խմբակցության հրավիրած «Վարկերի և ժամկետանց այլ պարտավորությունների նկատմամբ տույժերի, տուգանքների և վարկային տոկոսադրույքների կիրառման, դրանց համաներման և այլ վարկային հիմնախնդիրները ՀՀ բանկային համակարգում» թեմայով խորհրդարանական լսումների ժամանակ ասաց Մարդու իրավունքների պաշտպան Արման Թաթոյանը:

«2020 թվականի հունվարի մեկից մինչև սեպտեմբերի 23-ն ընկած ժամանակահատվածում բանկերի կամ վարկային կազմակերպությունների կողմից քաղաքացիների իրավունքների ենթադրյալ խախտումների վերաբերյալ ստացել ենք 200 դիմում- բողոք»,-ասաց նա և նշեց, որ մասնավորապես արտակարգ դրության ժամանակահատվածում 83 դիմում-բողոք են ստացել՝պաշտպանին ուղղված։

Արման Թաթոյանն ասաց, որ ըստ ուսումնասիրության՝ իրավունքների խախտումներից է նաև ոչ պատշաճ իրազեկումը: «Օրինակ վարկային պայմանագրերը բարդ ձևակերպումներ ունեն, մեխանիկորեն քաղաքացիները ստորագրում են: Բանկային համակարգում անհրաժեշտ է ուժեղացնել իրազեկումը կամ պարզեցնել այդ պայմանագրերը»,-ասաց նա:

Պաշտպանը նշեց նաև, որ լուրջ խնդիր է դատական քաշքշուկների մեջ քաղաքացու հայտնվելը: «Այս անթույլատրելի վիճակի գլխավոր պատճառներից մեկն այն է, որ չկա այլընտանքային համապատասխան մարմին, կարծում ենք արբիտրաժային լիազորություններով օժտված համապատասխան մարմին պետք է ստեղծվի, որ քաղաքացիները դատարաններում չհայտնվեն»,-ասաց նա և քաղաքացիներին էլ կոչ արեց կարդալ, ուսումնասիրել այն փաստաթղթերը, որոնք ստորագրում են:

«Խնդրահարույց իրավիճակներ ունենք, երբ բռնագանձում է տարածվում բանկի կողմից մարդու կենսաթոշակի, հաշմանդամության կենսաթշակի վրա, աշխատավարձի վրա»,-ասաց նա:
