Հայաստանի իշխանության լռությունը Ալիևի մեղադրանքներին վկայում է այն մասին, որ Ալիևը ճիշտ էր ու անկեղծ. Փաշինյանն ու Ալիևը գործարք են կնքել Հայ ժողովրդի և Հայկական պետության թիկունքում:
Գործարքը փոխադարձ շահավետ էր. Ալիևին պետք էր ամրացնել իր դիրքերը սահմանին, իսկ Փաշինյանին՝ ամրացնել իր դիրքերը Հայաստանում:
Մոտ երկու տարի ադրբեջանցիները առաց խոչընդոտների ամրացնում և բարելավում էին իրենց դիրքերը և սահմանում, և բանակցային գործընթացում:
Այդ նույն ժամանակահատվածում Փաշինյանը Հայաստանում ամենուրեք ատելություն ու թշնամություն էր սփռում, բայց ոչ թե ադրբեջանցիների, այլ Արցախյան հերոսամարտի հերոսների նկատմամբ:
Ամենուրեք հայհոյանքներ ու զրպարտանքներ էին, անտանելի տհաճ վիրավորանքներ, քրեական հետապնդումներ: Իսկ ադրբեջանը շարունակում էր բարելավել և ամրացնել իր դիրքերը՝ զավթելով ու նվաճելով նոր տարածքծեր չեզոք գոտում:
Ալիևը, համոզվելով ձեռք բերված պայմանավորվածությունների ամրության մեջ, այնքան լկտիացավ, որ ոտնձգեց Տավուշի մարզի սահմանային դիրքերին:
Սակայն բանակային երրորդ կորպուսին, հասկանալի պատճառներով, չէին տեղեկացրել գործարքի մասին, և չէին էլ կարող՝ հաշվի առնելով կորպուսի հրամանատարի անձը, պրոֆեսիոնալիզմն ու հայրենասիրությունը:
Հուլիսյան մարտերի ընթացքում Հայկական զինված ուժերի կողմից արձանագրած հաղթանակը կոտրեց ադրբեջանի ատամները և տապալեց Դուշանբեյում կնքված գործարքը . . .
