POLITICSԱզգային ժողովն այսօր սեպտեմբերի 22-ին արտահերթ նիստ է հրավիրել:
Արատեհերթի օրակարգում մեկ հարց է՝ «Սոցիալական աջակցության մասին» օրենքում փոփոխություններ կատարելու մասին» օրենքում փոփոխություններ կատարելու մասին եւ հարակից օրենքների նախագծերի փաթեթը:
Նախագծի նպատակը սոցիալական պաշտպանության բնագավառում ՀՀ կառավարութան որդեգրած քաղաքականության իրականացման արդյունավետ մեխանիզմների ներդրումն է: Մասնավորապես՝ ՀՀ կառավարությունը սոցիալական պաշտպանության բնագավառում որդեգրել է ինտեգրված սոցիալական ծառայությունների համակարգի ներդրման քաղաքականությունը, որը պետք է հիմնված լինի սոցիալական կարիքի գնահատման միասնական համակարգի վրա: Մասնավորապես Ազգային ժողովի կողմից 2019 թվականի փետրվարի 14-ին հավանության արժանացած ՀՀ կառավարության ծրագրի 4.2 բաժնով (աղքատության հաղթահարումը, սոցիալական պաշտպանությունը եւ ժողովրդագրությունը) սահմանված է, որ ինտեգրված սոցիալական ծառայությունների համակարգի ներդրումը կբարձրացնի սոցիալական պաշտպանության համակարգի կառավարման արդյունավետությունը, ինչպես նաեւ սոցիալական ծառայությունների որակը, որը կապահովվի ընտանիքի (անձի) սոցիալական կարիքներին համապատասխան՝ բազմաբնույթ ու ամբողջական սոցիալական ծառայությունների փաթեթի տրամադրմամբ եւ անձնակազմի մասնագիտական կարողությունների հզորացմամբ:
ՀՀ կառավարության ծրագրին համահունչ՝ ՀՀ Աշխատանքի եւ սոցիալական հարցերի նախարարությունը ձեռնարկել է կառուցվածքային փոփոխություններ՝ նպատակ ունենալով ստեղծել սոցիալական կարիքների գնահատման միասնական համակարգ՝ էապես նոր բովանդակությամբ, որը կմիավորի մեկ միասնական մեթոդաբանությամբ եւ մեկ կառույցի կողմից շահառուի կարիքների համալիր գնահատումն ու դրա հիման վրա համայնքների եւ շահեկից այլ գերատեսչությունների՝ ինչպես առողջապահական համակարգը, կրթական համակարգը եւ այլն, հետ սերտ համագործակցությամբ՝ տարաբնույթ աջակցության տրամադրումը՝ ներառելով զբաղվածության, բժշկասոցիալական փորձաքննության եւ այլ համալիր ծառայությունները:
