ԵԱՀԿ Մինսկի հերթական հայտարարությունը ռազմական փորձագետ Դավիթ Հարությունովը դիտարկում է զուտ ՄԽ պարտականությունների կատարման համատեքստում: Նշենք, որ հայտարարության մեջ մասնավորապես ընդգծվել էր Հայաստանի և Ադրբեջանի արտգործնախարարների հանդիպումը նախապատրաստելու ցանկության մասին: «Ռեալ ընթացքի նախադրյալներ չկան: Իրականում գործընթացում նոր բան չկա. այն կարող է բավականին երկար տևել՝ առանց ռեալ որոշումների: Այս տեսակետից սկզբունքային ինչ-որ փոփոխություն չեմ տեսնում: Իսկ այն պոտենցիալ տարբերակները, որոնք կան, մինչ այս էլ Ադրբեջանի դիրքորոշումների տեսանկյունից դժվար ընդունելի են:

Ընդհանուր առմամբ, հիմա իրենց համար ավելի գերադասելի է, որ հակամարտությունը շարունակվի հենց այս ռեժիմի շուրջ: Լուրջ փոփոխություն չկա, նույն փակուղային իրավիճակն է: Խաղաղ կարգավորման գործընթացը լուրջ փակուղու մեջ է: Միևնույն ժամանակ, չենք կարող փաստել այդ գործընթացի վերջնական տապալման մասին, որովհետև այն որոշակի ֆորմալ քայլեր է ենթադրում, ինչպիսին բանակցային ձևաչափից դուրս գալն ու սկզբունքորեն այն դադարեցնելն է: Դա կողմերից որևէ մեկը չի արել: Եթե, օրինակ` ադրբեջանական կողմը նման քայլի դիմի, իրավիճակը կկանգնի մարտական գործողությունների շեմին:

Ու քանի որ ադրբեջանական կողմը, փաստացի, նաև այդ տարբերակին պատրաստ չէ, այս անկայուն բալանսը պահպանվում է. կարգավորման շուրջ ռեալ գործընթաց, որոշումներ, քայլեր չեն լինում, բայց նաև տեղի չի ունենում բանակցային գործընթացի վերջնական տապալում»,-«Փաստի» հետ զրույցում ասաց փորձագետը: Նա շեշտեց, որ այս փուլում հայկական կողմը սկզբունքորեն նշում է, որ պատրաստ է բանակցային գործընթացին, բայց նաև ընդգծում է, որ կան որոշակի պայմաններ, որոնք պետք է իրականություն դառնան. «Այդ առումով ռազմաքաղաքական ղեկավարության կողմից արդեն մի շարք հայտարարություններ են եղել: Այս իրավիճակում, երևի, սա միակ հնարավոր դիրքորոշումն է»:

Ինչ վերաբերում է հայկական կողմից հատկապես վերջին շրջանում Սանկտ Պետերբուրգի և Վիեննայի պայմանավորվածությունների, վստահության մեխանիզմների ստեղծման կարևորությունը մատնանշելուն, նա նկատեց. «Առհասարակ, որպեսզի նման կոնֆլիկտներում այդ մեխանիզմներն աշխատեն, կողմերից երկուսն էլ պետք է շահագրգռված լինեն այդ հարցում: Կամ էլ գոնե պետք է շատ ուժեղ արտաքին ճնշում, պարտադրում լինի:

Հիմա իրավիճակն այնպիսին է, որ ադրբեջանական կողմն այդքան էլ շահագրգռված չէ այդ մեխանիզմների կյանքի կոչման առումով: Մյուս կողմից՝ չկա, այսպես կոչված, միջազգային հանրության ճնշումը: Միջազգային հանրությունը մի կողմից շահագրգռված չէ, որ մեծ հակամարտություն լինի, բայց, կարծես, հարցն իրենց համար այդքան էլ կարևոր չէ, ըստ որի՝ կսկսեին լուրջ ճնշումներ գործադրել: Այսինքն, որոշակի անտարբերություն կա կոնֆլիկտի հանդեպ, ինչի հետևանքով բախվում ենք նույն իրավիճակին և որոշակի պայմանավորվածություններն այդպես էլ իրականություն չեն դառնում»:
