Ռուս-վրացական բանակցությունների հերթական ռաունդը հետաձգել է. Պատճառաբանությունները տարբեր են

Ռուսաստանի ԱԳ փոխնախարար Գրիգորի Կարասինի հետ Պրահայում բանակցությունների հերթական ռաունդի անցկացումը սեպտեմբերից հետաձգվել է հոկտեմբեր։ Այս մասին շաբաթ ՏԱՍՍ-ին հայտնել է Վրաստանի վարչապետի ՌԴ-ի հետ փոխհարաբերությունների հարցերով հատուկ ներկայացուցիչ Զուրաբ Աբաշիձեն։
«Ես առաջին հերթին պետք է նշեմ, որ մենք հետեւում ենք աշխարհում նոր կորոնավիրուսի տարածման հետ կապված համաճարակային իրավիճակին։ Ձեզ հայտնի է, որ մի շարք երկրներում, այդ թվում՝ Եվրոպայում սկսվում է վիրուսի, այսպես կոչված, երկրորդ ալիքը։ Մենք Կարասինի հետ փորձում ենք հարմար ժամանակ գտնել, ինչ-որ պատուհան, որ արդեն հոկտեմբերին հանդիպենք։ Մեր բանակցությունները չեն կայանա սեպտեմբերին»,- ասել է նա։
Վրացի դիվանագետը նաեւ մեկնաբանել է ՌԴ-ի հետ ուղղակի ավիահարորդակցության վերականգնման հնարավորության թեման, որն ընդհատվել էր 2019 թվականի հուլիսին, նշելով, որ Մոսկվայի կողմից քանիցս հայտարարություններ են կատարվել թռիչքների վերականգնման վերաբերյալ, սակայն առայժմ կոնկրետություն չկա։
«Եթե ռուսական ղեկավարության կողմից քաղաքական կամք լինի, ապա մենք պատրաստ ենք այս հարցը (ավիահաղորդակցության վերականգնման մասին) օրակարգ ներառել»,- ամփոփել է նա։
Աբաշիձեն եւ Կարասինը Պրահայում վերջին անգամ հանդիպել են 2019 թվականի նոյեմբերին։ Նախատեսվում էր հերթական խորհրդակցություններն անցկացնել մարտին, սակայն սկսված համավարակի պատճառով հետաձգվեցին ապրիլ, այնուհետեւ՝ սեպտեմբեր։ Կարասինի եւ Աբաշիձեի մասնակցությամբ բանակցությունների պրահյան ձեւաչափը գոյություն ունի 2012 թվականից։ Այն երկար ժամանակ շարունակում է մնալ Մոսկվայի եւ Թբիլիսիի միջեւ միակ ուղիղ երկխոսությունը։ Չեխիայի մայրաքաղաքում վերջին հանդիպումը տեղի է ունեցել 2019 թվականի նոյեմբերի 28-ին։
ՌԴ նախագահի հրամագրով 2019 թվականի հուլիսի 8-ից ռուսական ավիաընկերություններին ժամանակավորապես արգելվել էր Վրաստան օդային փոխադրումներ կատարել։ Հենց նույն ժամանակ ուժի մեջ էր մտել ՌԴ տրանսպորտի նախարարության որոշումը Ռուսաստան վրացական ավիաընկերությունների թռիչքների դադարեցման մասին։ Ռուսաստանի իշխանությունները այս քայլին դիմել էին այն բանից հետո, երբ նույն թվականի հունիսի 20-ին Թբիլիսիում մի քանի հազար մարդ խորհրդարանի շենքի մոտ հակառուսական հանրահավաք էր անցկացրել։ Զանգվածային ակցիայի պատճառը Պետդումարի պատգամավոր Սերգեյ Գավրիլովի եւ ՌԴ-ից մյուս պատվիրակների մասնակցությունն էր Ուղղափառության միջխորհրդարանական ասամբլեային, որը վրացական խորհրդարանում կազմակերպել էր ընդունող կողմը։
