Ամալ Քլունին հրաժարվել է պատվավոր պաշտոնից՝ վիճահարույց բրիտանական օրինագծի պատճառով

Բրիտանացի իրավապաշտպան եւ իրավաբան Ամալ Քլունին հրաժարվել է մամուլի ազատության հարցերով Մեծ Բրիտանիայի հատուկ ներկայացուցչի պաշտոնից: Հոլիվուդյան դերասան Ջորջ Քլունիի կինը արտաքին գործերի նախարար Դոմինիկ Ռաաբին ուղարկած հրաժարականի նամակում ասում է, որ իր որոշումը կապված է վիճահարույց օրինագիծ ընդունելու բրիտանական կառավարության մտադրության հետ, որը խախտում է Brexit-ի համաձայնագրի պայմանները, փոխանցում է ՏԱՍՍ-ը:
«Ինձ սարսափեցրեց այն լուրը, որ կառավարությունը մտադիր է ընդունել ներքին շուկայի մասին օրինագիծ՝ օրինագիծ, որը «խախտում է միջազգային իրավունքը»՝ հենց կառավարության խոստովանության համաձայն»,- ասում է Քլունին Իրավաբանների միջազգային ասոցիացիայի կողմից շրջանառվող նամակում: Իրավապաշտպանը նշել է, որ այլեւս չի կարող «այլ պետություններին կոչ անել հարգել եւ կատարել միջազգային պարտավորությունները, երբ Միացյալ Թագավորությունը հայտարարում է, որ ինքը դա չի անի»:
Brexit-ի վերաբերյալ երկկողմ համաձայնագրերի դրույթները շրջանցելու բրիտանական ղեկավարության մտադրությունը կտրուկ արձագանք է առաջացրել Բրյուսելի եւ Վաշինգտոնի, Շոտլանդիայի եւ Ուելսի ղեկավարության, ինչպես նաեւ Մեծ Բրիտանիայում իշխող Պահպանողական կուսակցության շատ անդամների կողմից: Նախկինում Մեծ Բրիտանիայի վարչապետի պաշտոնը զբաղեցրած բոլոր հինգ ողջ քաղաքական գործիչները դեմ են արտահայտվել օրինագծին: Քննադատներն առաջին հերթին նշում են հեղինակության այն վնասը, որը երկիրը կրելու է խախտելով ընդամենը մեկ տարի առաջ ԵՄ-ի հետ կնքված համաձայնագրի տառը: Անգլիայի եւ Ուելսի փաստաբանների խորհուրդը նախազգուշացրել է, որ «խախտելով օրենքի գերակայությունը սկզբունքը»՝ թագավորության իշխանությունները վտանգի տակ են դնում բրիտանական դատական համակարգի նկատմամբ մարդկանց վստահությունը:
Օրինագիծը նախատեսված է կարգավորել Միացյալ Թագավորության բաղկացուցիչ մասերի միջեւ առեւտրային կապերը 2020թ․ դեկտեմբերի 31-ի Brexit-ի անցումային շրջանի ավարտից հետո: Այն նաեւ ծառայում է որպես ապահովագրություն՝ ԵՄ-ի հետ առեւտրային բանակցությունների ձախողման եւ Brexit-ի գործարքի պայմանները արմատապես մեկնաբանելու Բրյուսելի փորձերի դեպքում՝ եթե խոչընդոտներ ստեղծվեն Մեծ Բրիտանիայից Հյուսիսային Իռլանդիա ապրանքների տեղափոխման համար: Վարչապետ Բորիս Ջոնսոնը եւ նրա համախոհները ասում են, որ կառավարությունը ձգտում է ԵՄ-ի հետ առեւտրային գործարք կնքել եւ չի ցանկանում խախտել միջազգային օրենսդրությունը: Միեւնույն ժամանակ, նրանք պնդում են, որ Բրյուսելն անբարեխիղճ է գործում՝ ակնկալելով, որ թագավորությունը նույնիսկ Brexit-ից հետո հետեւելու է ԵՄ կանոններին եւ ուղենիշներին: Կառավարության ղեկավարի խոսքով, ներկայացված օրինագծի հաստատումը «կենսական նշանակություն ունի» «Միացյալ Թագավորության տնտեսական եւ քաղաքական ամբողջականությունը երաշխավորելու համար»:
