Թրամփը հայտարարել է, որ հարցեր ունի ԱՀԿ-ին` ԱՄՆ-ի հետ վեճում Պեկինի օգտին կայացրած որոշման կապակցությամբ

Առեւտրի համաշխարհային կազմակերպության (ԱՀԿ) հանձնաժողովի` Պեկինի օգտին կայացրած որոշումն ԱՄՆ-ի եւ Չինաստանի միջեւ վեճում հարցեր է առաջացնում ԱՄՆ նախագահ Դոնալդ Թրամփի մոտ: Այս մասին նա հայտարարել է Սպիտակ տանը կայացած մամուլի ասուլիսին, հաղորդում է ՏԱՍՍ-ը:
«Ես դրա վերաբերյալ իրական հարցեր ունեմ»,- ասել է Թրամփը` մեկնաբանելով երեքշաբթի կայացրած որոշումը: Սակայն ամերիկյան վարչակազմի ղեկավարը խուսափել է ուղիղ կերպով պատասխանել հարցին` արդյո՞ք, իր կարծիքով, ԱՄՆ-ն պետք է պահպանի իր անդամակցությունն ԱՀԿ-ին, թե ոչ:
Ընդ որում, Թրամփը եւս մեկ անգամ քննադատել է կազմակերպությանը: «Անձամբ ես կարծում եմ, որ ԱՀԿ-ն ստեղծվել է ԱՄՆ-ից փողեր ու աշխատատեղեր ներծծելու համար` ի շահ Չինաստանի եւ այլ երկրների: Սա իմ կարծիքն է»,- շեշտել է ԱՄՆ նախագահը: «ԱՀԿ-ն,- պնդել է նա,- գործում էր ոչ թե ԱՄՆ-ի, այլ մնացած բոլորի օգտին»:
Դրանից մեկ օր առաջ նա նախազգուշացրել էր, որ Միացյալ Նահանգները «ստիպված կլինեն ինչ-որ բան անել ԱՀԿ-ի հետ», քանի որ այն իբր «թույլ է տալիս Չինաստանին ջրից չոր դուրս գալ»: Թրամփի այս հայտարարությունները հետեւեել են ԱՀԿ-ի վճռին` ճանաչել Վաշինգտոնի անօրինական տուրքերը չինական ապրանքների նկատմամբ 2018 եւ 2019 թվականներին: Պարզաբանվել է, որ Չինաստանի կողմից վիճարկվող միջոցները չեն համապատասխանում 1994 թվականի Սակագների եւ առեւտրի մասին ընդհանուր համաձայնագրի մի շարք դրույթներին: ԱՄՆ-ն, ԱՀԿ-ի արբիտրների կարծիքով, չեն կարողացել ապացուցել, որ այդ միջոցներն արդարացված են: Այս կապակցությամբ չինական կողմը հույս է հայտնել, որ Վաշինգտոնը կհետեւի ԱՀԿ-ի այս որոշմանը: Առեւտրի նախարարությունը հաստատել է, որ Չինաստանը «համաձայն է փորձագիտական խմբի օբյեկտիվ եւ արդար որոշման հետ»:
2018-ին Չինաստանն ԱՀԿ-ին խնդրել էր խորհրդակցություն անցկացնել Միացյալ Նահանգների հետ` այդ երկրի կողմից չինական ապրանքների նկատմամբ լրացուցիչ տուրքերի կապակցությամբ: 2018-ի հունիսին Չինաստանից ԱՄՆ ներմուծվող մի շարք ապրանքների մաքսատուրքերն ավելացել էին 25 տոկոսով: Նույն տարվա սեպտեմբերին մի շարք այլ ապրանքների նկատմամբ 10 տոկոս լրացուցիչ տուրք էր սահմանվել (2019-ին դրանք հասցվեցին 25 տոկոսի): Վեճը հնարավոր չէր լուծել խորհրդատվությունների միջոցով, ուստի 2019-ի հունվարին ԱՀԿ-ում արբիտրաժային խումբ ստեղծվեց: Կազմակերպության կանոնների համաձայն` արբիտրների զեկույցը 60 օրվա ընթացքում պետք է հաստատվի ԱՀԿ վեճերի լուծման մարմնի կողմից, եթե կողմերից մեկը կամ երկուսն էլ չորոշեն բողոքարկել:
