Խորհրդարան չկա, երբ և ինչպես կձևավորվի նորը

Չմասնակցելով Սահմանադրական դատարանի դատավորների ընտրության գործընթացին, խորհրդարանի ընդդիմություն ներկայացող երկու ուժերը՝ ԼՀԿ-ն և ԲՀԿ-ն, գործնականում արձանագրեցին խորհրդարանից դուրս լինելու հանգամանքը: Ֆորմալ առումով, խորհրդարանական ընդդիմությունն անշուշտ ունի որևէ հարցի բոյկոտի իրավունք, եթե այդ բոյկոտի քաղաքական արժեքը բավականին հստակ է ու տեսանելի, շոշափելի:
Ակնառու է, որ ՍԴ դատավորների ընտրության պարագայում բոյկոտի առումով չկա այդպիսի արժեք կամ գին, որը հնարավոր է շոշափել: ԼՀԿ-ն ու ԲՀԿ-ն կարող էին օգտագործել գործընթացը դատաիրավական ռեֆորմի վերաբերյալ իրենց պատկերացումները հանրությանը ներկայացնելու համար, կարող էին մերկացնել քաղաքական իշխանության ռեֆորմը իր անարդյունավետությամբ, փոխարենը ներկայացնել իրենցը՝ «գեղեցիկ հագուկապով»: Քաղաքական ուժը թերևս պետք է անի դա, այլապես ո՞րն է այդ ուժի անելիքը քաղաքականությունում և առավել ևս խորհրդարանում: Երկու ուժերը սակայն իրենց վարքագծով ցույց տվեցին, որ այդ իմաստով Հայաստանը չունի խորհրդարան: Կա հեղափոխական մեծամասնություն, որն ունի բավարար մանդատ անհրաժեշտ որոշումներ կայացնելու համար, և գործնականում չկա խորհրդարանական այլախոհություն, ադ բառի ոչ թե քաղաքական ըմբոստության կամ պայքարի, այլ քաղաքական մրցակցության իմաստով: Այդ տեսանկյունից, Հայաստանում չկա քաղաքական ինստիտուտ խորհրդարան, որը ծառայում է իր գործառույթին:
Իսկ դա արդեն համակարգային խնդիր է, հաշվի առնելով մասնավորապես և հատկապես այն, որ Հայաստանը խորհրդարանական կառավարմամբ պետություն է:
Ըստ այդմ, Հայաստանին անհրաժեշտ է լուծել խորհրդարանի խնդիրը: Ինչ մեթոդով, ինչ ժամկետում, ինչ տրամաբանությամբ, սա առաջին հայացքից պարզ հարց է՝ արտահերթ ընտրություն, ինչպես բոլոր երկրներում, բայց մյուս կողմից անկասկած է, որ Հայաստանում արտահերթ ընտրությունը չի լուծելու հարցը, որովհետև չկա քաղաքական գունապնակի հստակ դասավորություն և տեղի են ունենում ներքաղաքական աշխույժ շարժեր հենց այդ ուղղությամբ: Այստեղ կարող է լինել մի հարց՝ իսկ արդյո՞ք արտահերթ ընտրությունը չի կարող լինել գործիք, որը կօգնի լուծել միանգամից երկու հարց՝ մի կողմից խթանել և արագացնել քաղաքական հստակեցումներ և դասավորություններ, մյուս կողմից այդ ամենն արտացոլելով խորհրդարանում այն բերել ֆունկցիոնալ նպատակային ռեժիմի:
