Աշխարհազոր ստեղծելու մասին նախագիծն իրականում ուշացած է: Այն պետք է դեռևս 10-15 տարի առաջ նախաձեռնվեր, որպեսզի ճանապարհ անցներ ու արդեն այսօր մենք կայացած, հղկված աշխարհազորային ունենայինք: «Փաստի» հետ զրույցում անդրադառնալով պաշտպանության նախարարության կողմից հանրային քննարկման ներկայացված նախագծին՝ նման տեսակետ հայտնեց ռազմական փորձագետ Կարեն Հովհաննիսյանը: «Իրականում այն շատ կարևոր է, որովհետև աշխարհազորայինների դերն ու նշանակությունը տեղայնացված է. այսինքն, ռազմական գործողությունների ժամանակ աշխարհազորայինները շտապօգնության դերակատարություն ունեն և իրականացնում են այն գործառույթները, որոնք առաջնային են ու խիստ անհրաժեշտ:

Աշխարհազորայինը համարվում է ստորաբաժանում, գլխավոր շտաբի ենթակայության տակ է գտնվում: Ու այս առումով մենք կկարողանանք հասարակության շրջանում ունենալ մի վիճակ, որ գրեթե բոլորը կսովորեն ու կտիրապետեն զենքի հետ վարվեցողության կանոններին, կկարողանան տարբեր տեսակի զինտեխնիկա ուսումնասիրել: Այսինքն, պատրաստված հասարակություն ենք ունենում, որ ցանկացած ժամանակ կարողանա համախմբվել ու գործառույթներ իրականացնել: Երբ ռազմական գործողություններ են տեղի ունենում, գրեթե բոլորը կամավոր գնում ու իրենց մասնակցությունն են ունենում: Ես, իհարկե, կամավոր գնացողներից ոչ ոքի չեմ ուզում նեղացնել, բայց բոլորը չէ, որ տիրապետում են զենքին:

Միայն զենքով կրակելը դեռ չի նշանակում տիրապետել զենքին, իմանալ ինչպես կառավարել կրակը»,-ասաց Կ. Հովհաննիսյանը: Անդրադառնալով նախագծի շուրջ առկա այն մտահոգություններին, ըստ որոնց, աշխարհազորը կգա փոխարինելու կամավորական խմբերին, նաև՝ «Երկրապահ» կամավորականների միությանը, Կ. Հովհաննիսյանը նշեց. «Աշխարհազորայինները պաշտպանության նախարարության ենթակայության տակ են լինելու: Օրինակ՝ «Երկրապահ» կամավորականների միությունը հասարակական կազմակերպություն է, որը կարող է մի օր լուծարվել, կարող է և չլուծարվել: Ու սա վերաբերում է մնացած բոլոր ռազմահայրենասիրական կազմակերություններին, որոնք կարող են օրերից մի օր ինչ-ինչ խնդիրների պատճառով լուծարվել:

Ըստ այդմ՝ վերոնշյալ հանգամանքը բերել, կապել պետության կառավարման անվտանգության հետ, այդքան էլ տեղին չեմ համարում: Առհասարակ, կամավորական խմբերը միշտ էլ պատրաստ են եղել ՊՆ-ի հետ համագործակցել: Կամավորական խմբերի և ՊՆ-ի փոխհամագործակցություն միշտ է եղել, և, իհարկե, լավ է, որ կամավորական միություններ կան, բայց սա բոլորովին այլ տիրույթում է. այն պետության անվտանգությանն ուղղված հերթական քայլն է, որը տանում է դեպի կանոնավոր բանակ»:
