Մաք­սա­զերծ­ման նոր կար­գը վնաս է թե՛ տնտես­վա­րող­նե­րին, թե՛ սպա­ռող­նե­րին

Սեպտեմբերի 1-ից Հայաստանում ուժի մեջ են մտել հագուստի մաքսազերծման նոր չափորոշիչները։ Մասնավորապես, ներմուծվող հագուստը մաքսազերծվում է մյուս ապրանքների մաքսազերծման ընթացակարգերով։ Այլևս չի լինելու կիլոգրամով մաքսազերծում, այլ հաշիվ-ապրանքագրերում պետք է նշված լինեն ապրանքների ստույգ քանակը, գները, անվանումներն ու մոդելները, և դրա համաձայն էլ կսահմանվի ապրանքի մաքսազերծման գինը։ Առևտրականները նշում են, որ նոր կարգի համաձայն իրենց ապրանքների մաքսազերծման գները 6 անգամ կբարձրանան։ Նրանք օրեր շարունակ բողոքի ձայն են բարձրացնում կառավարության առջև: «Սպառողների խորհրդատվության կենտրոն» ՀԿ-ի նախագահ Կարեն Չիլինգարյանը նշում է` նոր կարգի պատճառով խնդիրներ են առաջանալու փոքր ու միջին բիզնեսի համար:

«Մի կողմից՝ ասվում է, որ փոքր ու միջին բիզնեսը պետք է զարգացնել, բարենպաստ պայմաններ է պետք ստեղծել, մյուս կողմից էլ ամեն քայլափոխի այն ինչ-որ խոչընդոտների է հանդիպում: Մենք տեսնում ենք, որ մեր երկրում խոշոր բիզնեսը ծաղկում է, ի տարբերություն փոքր ու միջին բիզնեսի: Ցանկացած պետություն, քաղաքակիրթ երկիր փոքր և միջին բիզնեսի հաշվին է զարգանում: Իսկ ամենատարբեր խոչընդոտները կանխում են դրանց զարգացումը: Փոխանակ բարենպաստ պայմաններ ստեղծեն, այն «խեղդում են»: Ինչ վերաբերում է մաքսազերծմանը, ապա պետք է ասել, որ շատ ոլորտներ են խնդիրներ ունենում դրա հետ՝ լինի գործարար, ֆիզիկական անձ, թե անհատ ձեռներեց:

Մեզ մոտ գործընթացները բարդեցված են, և երբ համեմատում ենք այլ երկրների, թեկուզ հարևան Վրաստանի հետ, ապա այնտեղ ընթացակարգերն ավելի պարզեցված են, ավելի լավ պայմաններ են ստեղծվում բիզնեսի զարգացման համար»,«Փաստի» հետ զրույցում ասում է Չիլինգարյանը: Նա նշում է, որ տարիներ շարունակ հագուստի ներկրման դեպքում մաքսազերծումն իրականացվել է կիլոգրամներով: «Հիմա փորձ է արվում ամեն ինչ տանել դեպի քաղաքակիրթ տարբերակ: Պատկերացրեք՝ ապրանքների տուփերն, օրինակ՝ պետք է բացվեն և դրանք հատ-հատ մաքսազերծվեն:

Եթե մեծ ծավալի ապրանքներ են, ապա հստակ նշվում է, թե որ ապրանքից քանի հատ է և ինչ հատկանիշներ ունեն, իսկ փոքր ու միջին ծավալով ապրանքների ներկրման դեպքում նույն փաթեթավորման մեջ մի քանի ձևի ապրանք կարող է լինել: Այս պարագայում պետք է ստեղծվի մեխանիզմ, երբ Հայաստան ներկրվող ապրանքները կոնկրետ երկրներից արտահանելիս նշվի, թե ինչ ապրանք է, ինչ նյութից է արտադրված և այլ տվյալներ: Արդեն Հայաստան ներկրելիս մաքսազերծման ժամանակ կներկայացվի փաստաթուղթ, որտեղ նշված կլինի անհրաժեշտ ողջ ինֆորմացիան, որպեսզի հերթով բոլոր ապրանքները տուփերից դուրս չբերեն:

Այլ հարց է, իհարկե, եթե բեռը կասկած է հարուցում, այդ դեպքում մաքսազերծողները պետք է անհրաժեշտ ստուգումներ անցկացնեն»,-նշում է մեր զրուցակիցը: Ասում է՝ մաքսային ծառայություններն, ի տարբերություն առևտրականների, նշում են, որ մաքսազերծումը թանկանալու է 1,5-2 անգամ: «Սա ևս խնդիր է: Կապ չունի, թե մաքսազերծումը որքանով կթանկանա, դրա հետևանքով խանութներում կբարձրանան ապրանքների գները: Սա խնդիր է առաջացնելու սպառողի համար:

Այս դեպքում շատերը կսկսեն օգտվել օնլայն խանութներից՝ պատվիրելով տարաբնույթ իրեր, այս դեպքում գներն ավելի մատչելի են: Սա մեծ վնասներ կպատճառի տնտեսվարողներին: Նրանցից շատերն ուղղակի կդադարեն առևտրով զբաղվել: Այս ուղղությամբ պետք է մտածեն համապատասխան գերատեսչությունները: Նրանք պետք է ավելի ճկուն լինեն, որ նման խնդիրներ չառաջանան»,-եզրափակում է Կարեն Չիլինգարյանը:
