POLITICS
Վարչապետ Նիկոլ Փաշինյանի մոտ այսօր քննարկվել է 2020թ. բյուջեով, ինչպես նաև վարկային ու դրամաշնորհային միջոցների հաշվին իրականացվող կապիտալ ծախսային ծրագրերի միջանկյալ կատարողականը:
Վարչապետին զեկուցվել է Տարածքային կառավարման և ենթակառուցվածքների, Առողջապահության, Կրթության, գիտության, մշակույթի և սպորտի նախարարությունների, Երևանի քաղաքապետարանի կողմից իրականացվող միջոցառումների մասին: Ներկայացվել է ճանապարհաշինության, էներգետիկ, ջրային, տարածքային ու քաղաքային ենթակառուցվածքների, կոշտ կենցաղային թափոնների, առողջապահության, կրթության ոլորտների կապիտալ ծախսային ծրագրերի ընթացքը, քննարկվել են միջանկյալ արդյունքները և հետագա քայլերը:
Նշվել է, որ առանձնակի թափով իրականացվում է ճանապարհաշինությունը, նախատեսված մրցույթները կայացել են, շինարարական աշխատանքները բնականոն ընթանում են: Արծարծվել են ճանապարհաշինության տեխնիկական հսկողությանն առնչվող հարցեր: Վարչապետը, կարևորելով գործընթացի որակյալ և նախատեսված ծավալով իրականացումը, հանձնարարել է առաջարկ ներկայացնել ճանապարհների լոտերի խոշորացման նպատակահարմարության վերաբերյալ:
Խորհրդակցությանը քննարկման առարկա են դարձել նաև նշված ուղղություններով 2020թ. նոր նախաձեռնությունները: Կրթության ոլորտի ծախսային ծրագրերի շրջանակում վարչապետն առաջարկել է ուսումնասիրել որոշ համայնքներում «Մոդուլային» տիպի մանկապարտեզի կառուցման հնարավորությունները՝ բերելով Արմավիրի մարզի Արևիկ համայնքի մանկապարտեզի օրինակը: Արևիկի «Մոդուլային» տիպի մսուր-մանկապարտեզը կառուցվում է պետական բյուջեի միջոցներով, և շուրջ 30 տարի դադարից հետո այս համայնքը մինչև տարեվերջ 140 տեղանոց մանկապարտեզ կունենա:
Կառավարության ղեկավարը հանձնարարել է պատասխանատուներին՝ գույքագրել այն համայնքները, որտեղ «Մոդուլային» տիպի մանկապարտեզի կառուցումը կարող է նպատակահարմար լինել՝ ելնելով համայնքի կարիքներից և հնարավորություններից: Նիկոլ Փաշինյանը նաև հանձնարարել է վերջնականացնել կրթական ու առողջապահական կապիտալ նոր նախաձեռնությունների ցանկը և տեղեկատվություն ներկայացնել դրանց ընթացքի վերաբերյալ:
«Կապիտալ ծախսերի իրականացումը նշանակում է աշխատատեղերի ստեղծում, աշխատավարձով ապահովում, նշանակում է շահույթ գեներացնող և ստացող տնտեսվարողներ: Սա, իհարկե, նպաստում է երկրի սոցիալ-տնտեսական իրավիճակի բարելավմանը, և այս առումով մենք պետք է շարունակենք որակյալ և լայնածավալ կապիտալ ծախսային ծրագրեր իրականացնել», - ամփոփելով նշել է վարչապետը:
