Մեղադրանք առաջադրվեց հայտնի հայ «օրենքով գողին» և ևս 11 անձի
SOCIETYՀՀ քննչական կոմիտեի հատկապես կարևոր գործերի քննության գլխավոր վարչությունում ավարտվել է քրեական աստիճանակարգության բարձրագույն՝ «օրենքով գողի» կարգավիճակ ունեցող անձին դիմելու, քրեական աստիճանակարգության բարձրագույն՝ «քրեական հեղինակության» կարգավիճակ ունեցող անձի կողմից մասնավոր հարցերին առնչվող վեճ լուծելու եղանակով քրեական ենթամշակույթ կրող խմբավորմանը մասնակցելու, ինչպես նաև այլ անձանց կողմից քրեական ենթամշակույթ կրող խմբավորման նպատակների իրականացմանը ներգրավված լինելու դեպքերի առթիվ հարուցված քրեական գործի նախաքննությունը:
Քննությամբ ձեռք բերված փաստական տվյալների համաձայն՝ 1999թ. քրեական աստիճանակարգության բարձրագույն կարգավիճակ ունեցող «Դեդ Հասան» և «Կնդո Մայիս» մականվամբ անձանց կողմից Արսեն Մկրտչյանը «թագադրվելով», ստացել է «օրենքով գողի»՝ քրեական աստիճանակարգության բարձրագույն կարգավիճակ և քրեական աշխարհում հայտնի դառնալով որպես «Արսեն Երևանսկի» կամ «Արսենչիկ», և հանդիսանալով քրեական աստիճանակարգությամբ ու միջանձնային հիերարխիկ հարաբերություններով օժտված անձանց միավորման՝ քրեական ենթամշակույթ կրող խմբավորման անդամ, որը գործում է իր կողմից սահմանված ու ճանաչված վարքագծի կանոնների համաձայն, որոնք չեն համապատասխանում պետության կողմից սահմանված վարքագծի համապարտադիր կանոններին կամ դրանց իրացման իրավաչափ ձևերին, և որի նպատակը հանցագործություն կատարելն է կամ հանցագործության կատարումը հովանավորելը կամ այլ անձանց հանցավոր արարքի կատարմանը ներգրավելը կամ բռնության, սպառնալիքի, հարկադրանքի կամ անօրինական այլ գործողությունների միջոցով հանրային կամ մասնավոր հարցերին առնչվող վեճերը (խնդիրները) լուծելը կամ անօրինական օգուտ կամ այլ առավելություն ստանալը:
