«Տուբերկուլոզի դեմ պայքարի ազգային կենտրոն» ՊՈԱԿ-ում մի շարք չարաշահումների կատարման դեպքի առթիվ ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 3-րդ մասի 1-ին կետով և 308-րդ հոդվածի 1-ին մասով հարուցված քրեական գործի՝ ՀՀ քննչական կոմիտեի ՀԿԳ քննության գլխավոր վարչությունում իրականացված նախաքննությամբ 2019թ. մարտի 7-ին ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի 2-րդ մասով նախատեսված հանցավոր արարք առերևույթ կատարելու համար մեղադրանք է առաջադրվել ՀՀ ԱՆ նախկին փոխնախարար Վ. Պ.-ին։ Այս մասին հայտնում են դատախազության մամուլի ծառայությունից։

Կոտայքի մարզի ընդհանուր իրավասության առաջին ատյանի դատարանի 2019թ. մարտի 9-ի որոշմամբ վերջինիս նկատմամբ որպես կալանավորման այլընտրանքային խափանման միջոց կիրառվել է գրավը՝ 5.000.000 ՀՀ դրամի չափով:

Քրեական գործով հետագա նախաքննությամբ ձեռք բերված փաստական տվյալների հիման վրա 2020թ. օգոստոսի 11-ին Վ. Պ.-ին առաջադրված մեղադրանքը փոփոխվել, լրացվել է, և նրան կրկին մեղադրանք է առաջադրվել 2015-2016թթ. ընթացքում ՀՀ քրեական օրենսգրքի 38-179-րդ հոդվածի 3-րդ մասի 1-ին կետով /2 դրվագով/ և ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 4-րդ մասի 2-րդ կետով նախատեսված հանցանքներ առերևույթ կատարելու համար։

Մեղադրանքն առաջադրվել է այն բանի համար, որ Վ.Պ.-ն, հանդիսանալով ՀՀ-ում բժշկական օգնության և սպասարկման կազմակերպման, տուբերկուլոզի և ՄԻԱՎ/ՁԻԱՀ-ի կանխարգելման ու բժշկական օգնության կազմակերպման, ՀՀ տարածքում ՄԻԱՎ/ՁԻԱՀ-ի կանխարգելման և տուբերկուլոզի դեմ պայքարի Գլոբալ Հիմնադրամի և ԱՄՆ Միջազգային զարգացման գրասենյակի ֆինանսավորմամբ իրականացվող ծրագրերի բնագավառում աշխատանքները համակարգող ՀՀ առողջապահության նախարարի տեղակալ, կազմակերպել և ղեկավարել է Գլոբալ հիմնադրամի և ԱՄՆ Միջազգային զարգացման գրասենյակի ֆինանսավորմամբ իրականացվող ծրագրերից ՀՀ ԱՆ «Տուբերկուլոզի դեմ պայքարի ազգային կենտրոն» ՊՈԱԿ-ի տնօրենի կողմից, ՀԿ-ի ներգրավմամբ և 2 ՍՊԸ-ների փաստացի ղեկավարների օժանդակությամբ, նշված կազմակերպություններին փոխանցված գումարներից շարունակաբար առանձնապես խոշոր չափի դրամական միջոցների՝ 78.341.320 ՀՀ դրամի յուրացումը, որից ավելի քան 2/3-րդը, որպես հափշտակության կազմակերպիչ, տրամադրվել է Վ. Պ.-ին, իսկ մնացած մասը՝ 20.591.320 ՀՀ դրամը, տնօրինվել է կենտրոնի տնօրենի կողմից անձնական նպատակներով:
