Հայաստանում կփոխվեն հագուստի մաքսազերծման մեթոդները, գները կբարձրանան
ECONOMICSՇուտով Հայաստանում փոխվելու են հագուստի մաքսազերծման մեթոդները: Հայաստան ներկրվող հագուստն այսուհետ մաքսազերծվելու է միջազգային չափանիշներին համապատասխան: Այս փոփոխություններն ուժի մեջ են մտել ԵԱՏՄ կարգավորումների շրջանակում: Եթե նախկինում ներկրողները տարբեր ապրանքանիշների հագուստ էին ներկրում և 1 կգ-ի դիմաց վճարում 4 դոլար, ապա հիմա նրանք պետք է յուրաքանչյուր ապրանքն առանձին մաքսազերծեն:
ArmDaily.am-ի հետ զրույցում «Իրազեկ և պաշտպանված սպառող» ՀԿ նախագահ Բաբկեն Պիպոյանն ասաց, որ այդ նախագիծն ամենամեծ ազդեցությունը կթողնի Թուրքիայից եկող ապրանքների վրա. «Այդ նախագիծը, որը քննարկվում է, ավելի շատ վերաբերում է բիզնեսին և այդ դաշտի ներկայացուցիչները պետք է գնահատական տան։ Զուտ սպառողականով կարող եմ ասել, որ այն կարող է և դրական, և բացասական ազդեցություն ունենալ։ Դրականն այն է, որ բրենդային ապրանքների հետ կապված ավելի վերահսկելի իրավիճակ կստանանք։ Այսինքն ապրանքների նկատմամբ կենտրոնացված, անհատական մոտեցում կցուցաբերվի, ոչ թե խմբակային, քանզի դա կնվազեցնի ռիսկերը։ Սակայն այն կունենա նաև բացասական ազդեցություն, որը կլինի գնի մասով, որոշ ապրանքնախմբերում գնաճ անպայման կունենանք»։
Տնտեսագետ Սուրեն Պարսյանն էլ ArmDaily.am-ի հետ զրույցում ասաց, որ ՀՀ օրնեսդրությամբ գոյություն չունի կիլոգրամներով մաքսազերծում. «Ուղղակի տարիներ շարունակ մենք ունեցել ենք մաքսազերծող ընկերություններ, որոնք իրականացրել են այդ ապրանքների տեղափոխումն ու մաքսազերծումը և այդ ընկերությունները մարդկանցից վերցրել են գումարը և սկսել են 1կգ-ն 1 դոլար, 4, հետո 6 դոլարով մաքսազերծել։ Այս ապրանքները, որոնք մաքսազերծվում են կիլոգրամներով, Թուրքիայից, ԱՄԷ-ից և Չինաստանից եկող ապրանքներն են, որոնք բերում են մաքսազերծող ընկերությունները։ Հիմա, ըստ էության, խաղի կանոնները կառավարությունը, իշխանությունները փոխում են՝ նպատակ ունենալով ավելացնել պետական բյուջեի մուտքերը։ Ակնհայտ է, որ մենք այս տարի ունենք բավականին մեծ թերհավաքագրում, անցած տարվա համեմատ մոտավորապես 5 տոկոս ավելի քիչ հարկային եկամուտներ են հավաքագրվել, իսկ այս տարվա պլանավորվածի համեմատ մոտավորապես 150մլդ դրամի չափով ավելի քիչ հարկեր են հավաքագրվել։ Իսկ դա պետք է լրացվի արտաքին պարտքի ավելացմամբ կամ այլ ծախսերի կրճատմամբ, որոնք հաստատված են պետական բյուջեով։
