Օրերս այս տարվա հունվար-օգոստոս ամիսների սպառողական գների ցուցանիշն է հրապարակել վիճկոմը։ Համաձայն հրապարակման՝ օգոստոս ամսին ունենք գնաճի ցածր ցուցանիշ նախորդ տարվա օգոստոսի համեմատ՝ 1,8 տոկոս։
 
Սննդամթերքի և ոչ ալկոհոլային խմիչքների գների աճը մեկ տարվա ընթացքում կազմել է 1,6 տոկոս, ալկոհոլային խմիչքներինը և ծխախոտինը՝ 10,1 տոկոս, ոչ պարենային ապրանքներինը՝ 0,6 տոկոս, ծառայություններինը՝ 1,4 տոկոս։ Ինչպես տեսնում ենք, գնաճի ցուցանիշը գտնվում է ԿԲ սահմանած նպատակային 4 տոկոս միջակայքում։ Այսինքն, այս պահին ունենք գնաճի ցածր մակարդակ, որը մի կողմից արտացոլում է տնտեսության մեջ տեղի ունեցող զարգացումները, մյուս կողմից՝ իր մեջ թաքցնում առանձին, ավելի մեծ սպառում ունեցող ապրանքների բարձր գնաճը։

Ցածր գնաճը ընդհանրապես վկայում է պահանջարկի, այսինքն սպառման նվազման մասին։ Ոչ ոքի համար գաղտնիք չէ, որ 2017 թ․-ին սկիզբ առած և 2018 թ․-ի ապրիլ-մայիսին շարունակվող բարձր տնտեսական աճի ընդհատումը հանգեցրել է անցանկալի երևույթների՝ ներդրումների նվազման, բիզնես միջավայրի վատթարացման, ընկերությունների շրջանառությունների նվազման, որը հատկապես ծանր է անդրադարձել փոքր բիզնեսի վրա և այս ամենի հետևանքով՝ սոցիալական խնդիրների խորացման։ Նման պայմաններում գները օբյեկտիվորեն չեն կարող ավելանալ, եթե իհարկե չեն լինում կառավարման կոպիտ սխալներ, աշխարհաքաղաքական կամ ներքաղաքական ցնցումներ, համաշխարհային տնտեսության մեջ տեղի ունեցող կտրուկ փոփոխություններ և այլ արտակարգ իրավիճակներ։
 
Ի՞նչ է թաքցնում գնաճի ցածր ցուցանիշն իր մեջ։ Առաջին հերթին այն, որ բնակչության կողմից սպառվող հիմնական ապրանքների մի մասի գները կտրուկ թանկացել են։ Այդ պարագայում գնաճի ընդհանուր ցածր՝ 1,8 տոկոս ցուցանիշը ամենևին էլ չի նշանակում, որ նրանց ծախսերը հենց այդքանով են ավելացել։ Օրինակ՝ ալկոհոլային խմիչքների և ծխախոտի գներն աճել են 10,1 տոկոսով։ Դրանք բարձրացել են ԵԱՏՄ միասնական մաքատուրքերի ուժի մեջ մտնելու հետևանքով։

Այստեղ փաստենք մի կարևոր դետալ․ անկախ այդ հանգամանքից, եթե դա տեղի ունենար՝ ասենք երեք տարի առաջ, Նիկոլ Փաշինյանն ու իր ընտանեկան թերթը օր ու գիշեր աղմուկ կաղաղակեին և այդ թեման կսարքեին դրոշակ՝ շեշտելով, թե ինչ սոցիալական ողբալի վիճակում են հայտնվել ծխողներն ու խմողները։ Հիմա դա տեղի չի ունենում, և կարծես թե մեծ դժգոհություններ չեն լսվում գների նման կտրուկ թանկացումից։ Ինչո՞ւ։ Այն պատճառով, որ աղմուկ բարձրացնողները այժմ լուռ են, իսկ լուռ են, որովհետև իշխանություն են։

Հիմա գնաճը, իշխանությանը տիրացածների տեսանկյունից, այդ նույն ծխողների և խմողմերի համար ուղղակի երկնքից թափվող երկնային մանանա է։ Նույնը կարելի է ասել մրգերի և բանջարեղենի գների մասին, որոնք շարունակում են այս տարի թանկացման ռեկորդներ խփել։
