Պարենային անվտանգության ապահովումը ցանկացած պետության հաղթանակն է: Այս մասին իր ֆեյսբուքյան իր էջում գրել է «Իմ քայլը» խմբակցության պատգամավոր Սոֆյա Հովսեփյանը` անդրադառնալով Արցախում ներդրվող նոր գյուղատնտեսական մոդելին:

Նրա գրառումն ամբողջությամբ ներկայացնում ենք ստորև.

«Արցախից վերադարձել եմ մեծ ոգևորությամբ: Մեղմ ասած «շունչս բացվել է»:

Հանդիպեցի գյուղատնտեսության նախարար Աշոտ Բախշյանի հետ, քանի որ լսել էի, թե ինչ ռադիկալ ու կարևոր գործեր են արվում գյուղոլորտում: Դե պարոն Բախշյանին վաղուց էի ճանաչում (2016 թ. ապրիլյանի թեժ օրերից) և հանդիպեցի շնորհավորելու համար, և՛ հասկանալու, թե ինչպիսի՞ քայլեր են ձեռնարկվում:

Քննարկման տրամաբանությունն այս էր .«Եթե ցանկանում ես անկախ ու ամուր պետություն ստեղծել, ապա զարգացրու գյուղատնտեսությունը»:

Այո՛, մարդիկ կոնկրետ գնում են պարենային անվտանգության ապահովման ճանապարհով: Ես վստահ եմ, որ իրենց գործունեության արդյունքում մեր պարենային անվտանգության հարցն էլ կլուծվի, բայց երազանքս է, որ մի օր մեր բոլոր մարզերը հոգան երկրի պարենային անվտանգության հարցը, և դա չլինի բացառապես Արցախի անելիքը:

Մի շարք քայլեր են արվում, որպեսզի գյուղացին ունենա մղում լայնածավալ գյուղատնտեսությամբ զբաղվելու և այդ հարցում ամենամեծ աջակցողը, որպես բանկային համակարգին այլընտրանք, նաև լինելու է պետության կողմից գործող հիմնադրամը:

Այս տարի համոզվեցինք մենք, որ 0% գյուղվարկերի շատ քիչ % հասավ գյուղացուն և իրական շահառուին, քանի որ բանկերը ռիսկային են համարում ներդրում կատարել գյուղատնտեսության մեջ, իսկ պետական հիմնադրամը կարող է աջակցել գյուղացուն մի շարք գործիքակազմերով, որոնք ինտենսիվ մշակվում և արագ գործի էին դրվում: Սահմանվել է հացահատիկի մթերման հստակ արժեք և գյուղացին ի սկզբանե գիտի, որ հացահատիկի բերքը պետք է վաճառի կոնկրետ գնով, եթե կունենա մթերման խնդիր, բայց կարող է նաև ինքնուրույն վաճառել, եթե կարող է շուկա ապահովել: Սա կարող է շատերիս կողմից ճիշտ չգնահատվի, բայց գյուղացու համար երաշխիք է ՝ պետական երաշխիք:

Մոնոպոլիան վերացել է, և գյուղացին ումից ցանկանա կարող է սերմը և գյուղատնտեսական ցանկացած ապրանք գնել, և պետությունը կօգնի գյուղացուն՝ ապահով տեղ հասցնելու հարցում: Մի խոսքով, կոնկրետ կանգնել են գյուղացու կողքին և զարգացնում են գյուղատնտեսությունը: Մի քանի օր էլ մնայի, կարող է ամեն ինչ թողնեի ու գյուղատնտեսությամբ զբաղվեի, բայց քանի որ դա կարող եմ անել նաև հետագայում , որոշեցի գամ և հասկանամ, թե ինչո՞ւ է մեզ մոտ հապաղում այս մոդելի ներդրումը, քանի որ գիտեմ նախարարությունը այս հարցը քննարկում էր և բավականին հստակ երևում էր լույսը:
