1988թ. դեկտեմբերի 7-ի երկարաշարժը ցնցեց Հայաստանը: Հաշվված րոպեների ընթացքում ավերվեց Սպիտակը, Լենինականը, հանրապետության գրեթե ողջ հյուսիսային մասը: 27 տարի է անցել ահավոր աղետից, սակայն, կորստի ցավը և հիշողությունը դեռ չի սպիացել: Երկրաշարժն ավելի քան 25 հազար մարդու կյանք խլեց, շուրջ 20. 000-ն էլ` հաշմանդամ դարձավ: Ամեն տարի դեկտեմբերի 7-ին հարգանքի տուրք ենք մատուցում անմեղ զոհերի հիշատակին: Սարսափելի արհավիրքը մոռանալ հնարավոր չէ, սփոփանքի խոսքերն էլ անզոր են մեղմել ցավը, որն ապրում է ողբերգությունը վերապրած մարդկանց սրտերում:
Պատմության ընթացքում բազում արհավիրքներ հաղթահարած հայ ժողովուրդը կրկին ուժ գտավ իր մեջ` ապրելու, արարելու համար: Աղետից տուժած Սպիտակը, Գյումրին, Վանաձորը, ավերածությունից տուժած գյուղերը կամաց-կամաց ուշքի են գալիս:
Երկրաշարժի առաջին իսկ ժամերին Հայաստանին օգնության ձեռք մեկնեցին միջազգային կազմակերպությունները, ողջ աշխարհը: Մեր փրկարար ուժերը, ցավոք, այդ տարիներին տեխնիկապես ու մասնագիտական առումով այն աստիճան պատրաստված չէին, որքան այսօր: Աղետի գոտու վերականգման ծրագրերից բացի, ավերիչ երկրաշարժը ստիպեց նաև լրջորեն մտածել փրկարարական հոզոր, ժամանակակից կառույց ունենալու ուղղությամբ: ՏԿԱԻ նախարարությունն այսօր տարածաշրջանի այն եզակի կառույցներից է, որը համալրված է ժամանակակից սարքավորումներով, հանդերձանքով, ունի պրոֆեսիոնալ մասնագետներ: Փրկարարական աշխատանքների է մասնակցում աշխարհի տարբեր անկյուններում:
Միջազգային ասպարեզում մեր լուրջ գործընկեր լինելու մասին են վկայում նաև, արդեն որերորդ տարին Հայաստանում անցկացվող միջազգային /այդ թվում նաև ՆԱՏՕ-ի/ զորավարժությունները: Այս տարվա սեպտեմբերին Հայաստանը դարձավ ՄԱԿ-ի միջազգային որոնողափրկարարական խորհրդատվական խմբի (INSARAG)-ի մեծ ընտանիքի անդամ` պատվով հաղթահարելով ՄԱԿ-ի միջազգային որոնողափրկարարական խորհրդատվական խմբի (INSARAG) բարդ քննություն-վարժանքը: ՄԱԿ-ի հովանու ներքո գործող կառույցը հիմնվել է 1988թ. Սպիտակի երկրաշարժերից հետո, նպատակ ունենալով բարձրացնել որոնողափրկարարական աշխատանքների արդյունավետությունը:
