«Փաստ» թերթի տեղեկություններով, ՀՀ իշխանությունները, հասկանալով, որ վերջին շրջանում երկրում ստեղծված համաճարակային իրավիճակով պայմանավորված՝ չեն կարողանալու պետբյուջե մուտքեր ապահովել, և տնտեսական ավելի մեծ անկումն անխուսափելի է, ամեն գնով փորձում են օր առաջ կյանքի կոչել «Ապօրինի ծագում ունեցող գույքի բռնագանձման» մասին օրենքը։

Մասնավորապես, մենք տեղեկություններ ունենք, որ համապատասխան մարմնին հստակ հանձնարարվել է առաջիկա հնարավոր կարճ ժամկետում ակտիվ ու կազմակերպված մշակել աշխատանքային պլան և իշխանություններին ներկայացնել հստակ քայլերի մեխանիզմ։ Ի դեպ, նշենք, որ այս օրենքի կիրառելիությունը, բացի նրանից, որ բավականին լուրջ գործիքակազմ է պահանջելու, նաև տևական պրոցեսներով է անցնելու, և չի բացառվում, որ որոշ գործերի քննություն նույնիսկ տարիներ տևի։

Ըստ այդմ, փորձագետների կարծիքով, եթե իշխանությունները մտադիր են «Ապօրինի ծագում ունեցող գույքի բռնագանձման» օրենքն իրենց համար դարձնել տնտեսական փրկօղակ, այդքան էլ հեշտ ու արագ իրականացվող գործընթաց չի լինելու։ Թերթի հետ զրույցում ոլորտային հայտնի մասնագետներից մեկը նշել է, որ այս օրենքի կիրառումը ոչ թե օգնելու է օրվա իշխանություններին, այլ անմիջական ազդեցություն է ունենալու երկրից կապիտալի արտահոսքի վրա, քանզի մարդիկ վաղ թե ուշ հասկանալու են, որ երկրում առողջ մթնոլորտն ուղղակի բացակայում է, տնտեսության նկատմամբ չկա վստահություն, քանզի կա մտահոգություն, որ գործ ունենանք ոչ թե իրական ապօրինությունների բացահայտման, այլ անցանկալիների դեմ պայքարի միջոցի հետ։

Նրա խոսքով, սա արտաքին աշխարհում ՀՀ վարկանիշի անկման վրա լուրջ ազդեցություն է ունենալու և գրեթե ի սպառ վերացնելու է առանց այդ էլ գոյություն չունեցող ներդրումների հոսքը դեպի ՀՀ։
