Հանրային քննարկման դրված նախագծով առաջարկվում է որոշ տրանսպորտային միջոցների համար սահմանել 50 ՀՀ դրամ յուրաքանչյուր կիլոմետրի դիմաց՝ լինի դա գրանցված ՀՀ-ում, թե ոչ։ Նախատեսվում է, որ այդ փոփոխություններն ուժի մեջ կմտնեն 2021 թվականի հուլիսի 1-ից:

ԼՈՒՐԵՐ.com-ը զրուցեց «Ճանապարհային երթևեկության անվտանգություն ու վերահսկողություն» ՀԿ ղեկավար Սերգեյ Ղահրամանյանի հետ, որն ասաց՝ այս նախագիծը բխում է Հայաստան-Եվրոպական միություն համապարփակ և ընդլայնված համաձայնագրից. «Ներկայումս ունենք այնպիսի իրավակարգավորում, որով ՀՀ-ում չհաշվառված 12 և առավել տոննա թույլատրելի զանգվածների համար, արդեն իսկ, կա սահմանված ճանապարհային վճար: Իսկ այս նախագծով ՀՀ-ում հաշվառված մեքենաների համար էլ է սահմանվում որոշակի վճար»,- նշեց Սերգեյ Ղահրամանյանը:

Ըստ նրա՝ նոր նախագիծը այդքան էլ շահեկան դիրք չունի. «Նոր նախագծով սպասվում է շուրջ 2 մլն դրամ եկամուտների ավել հավաքագրում, բայց սա այն գումարը չէր, որի համար արժեր նման փոփոխություններ իրականացնել: Մեզ մոտ ասֆալտի որակը այնքան էլ բարձր չէ, և այդ ծանրաքաշ մեքենաները անցնեն, թե ոչ ասֆալտը, միևնույն է, վնասվում է: Իսկ նման ծավալի վնասները 2 մլն դրամով փոխհատուցելը անհնար է: Այդ գումարով անգամ փոքր փողոցներն ասֆալտապատել չի ստացվի, ուր մնաց, թե ամբողջ փողոցները: Ճիշտ է, որոշ հատվածներ ասֆալտապատվում են, բայց որակը այն չէ. դրանք ավտոճանապարհներ անվանելուց, դեռ շատ հեռու ենք: Այս 2 մլն դրամը չգիտեմ, թե ինչ կարող է ավելացնել մեր երկրում»,- ասաց նա:

Սերգեյ Ղահրամանյանը մեզ հետ զրուցում հայտնեց իր անվստահությունը՝  կատարվելիք վերահսկողության վերաբերյալ. «Ես վստահ չեմ, որ վերահսկողությունը ճիշտ կիրականացվի, քանի որ այն վերապահված է լինելու Տեսչական մարմնին, իսկ այն կոնկրետ երթևեկության ոլորտում, կամ անգործության է մատնված, կամ այնպես է աշխատում, որ ոչինչ նկատելի չէ»,-ընդգծեց նա:

Մեր այն հարցին, թե այդ գումարը, ով է վճարելու և թե ում է պատկանելու այն, պատասխանեց. «Սա համարվում է պետական եկամուտ, և այն վճարելու է  կամ վարորդը, կամ բեռնատարի սեփականատերը, կամ էլ  բեռի սեփականատերը, որի համար այն տեղաշարժվում է: Ընդհանուր առմամբ, իրենց համար կարծում եմ՝ այդքան էլ մեծ գումար չէ»,- նշեց ՀԿ ղեկավարը:

Սերգեյ Ղահրամանյանը ընդգծեց, որ վճարումները պետք է կատարվեն նախքան վարորդների երթևեկությունը սկսելը. «Պետք է վճարումը կատարված լինի, որ նոր վարորդները կարողանան դուրս գալ երթևեկելու: Նախագիծը նախատեսում է բարեկարգել Հայաստանի ընդհանուր օգտագործման ավտոճանապարհները: Անկախ նրանից, որ ճանապարհահատվածը անբարեկարգ վիճակում է՝ ոչ տվյալ վարորդի պատճառով, միևնույն է, նա պետք է վճարում կատարի տվյալ տարածքի ասֆալտապատման համար: Իսկ, թե երբ այդ ասֆալտապատումը կիրականացվի, հայտնի չէ և ոչ մեկին»,- եզրափակեց «Ճանապարհային երթևեկության անվտանգություն ու վերահսկողություն» ՀԿ ղեկավար Սերգեյ Ղահրամանյանը:
