Այսօր Բռնի անհետացումների զոհերի միջազգային օրն է
SOCIETYՄԱԿ Գլխավոր ասամբլեան 2010թ. իր բանաձեւում լուրջ անհանգստություն է հայտնել այն մասին, որ աշխարհում մարդկանց բռնի անհետացումների թիվն աճում է: Այս կատեգորիան ներառում է ձերբակալությունները, կալանավորումները եւ առեւանգումները: Նույն բանաձեւով (A/RES/65/209) Գլխավոր ասամբլեան օգոստոսի 30-ը հռչակել է Բռնի անհետացումների զոհերի միջազգային օր (International Day of the Victims of Enforced Disappearances), գրում է Calend.ru-ն:
Բռնի անհետացումները տեռորի մթնոլորտ սերմանելու ռազմավարության մաս են դարձել եւ, ՄԱԿ-ի Գլխավոր ասամբլեայի փորձագետների կարծիքով, վերածվել են գլոբալ խնդրի: Նախկինում նման դեպքերը կապվում էին բռնապետական ռեժիմների հետ, սակայն այսօր դրանք տեղի են ունենում ամենատարբեր իրավիճակներում, հատկապես ներքին բախումների ժամանակ՝ որպես ընդդիմախոսների քաղաքական ճնշման միջոց:
Բռնի անհետացումների խնդրով շատ հետեւողականորեն զբաղվում է Amnesty International կազմակերպությունը: Ավանդաբար այս օրը նա դիմում է երկրների կառավարություններին` կոչ անելով ձեռնարկել այդ պրակտիկայի վերացմանն ուղղված բոլոր հնարավոր քայլերը:
Պայքարի գործիքներից մեկն է դարձել 2006թ. ընդունված Անհետացումներից բոլոր անձանց պաշտպանության միջազգային բանաձեւը։ Այն պետություններին պարտավորեցնում է բռնի անհետացումներին քրեական հանցագործության կարգավիճակ տալ, պաշտպանել նման դեպքերի ականատեսներին եւ փնտրել անհայտ կորած մարդկանց կամ նրանց մահվան դեպքում գտնել թեկուզ աճյունները: Բացի այդ, կոնվենցիան կոչ է անում կառավարություններին հստակ երաշխիքներ սահմանել ազատությունից զրկված մարդկանց համար:
Եվ, այնուամենայնիվ, խնդիրը դեռ լուծված չէ: Մնալով առանց օրենքի պաշտպանության եւ հասարակության համար «անհետանալով»՝ զոհերը փաստորեն զրկված են բոլոր իրավունքներից եւ ամբողջովին կախված են իրենց առեւանգողների ողորմածությունից: Նույնիսկ եթե, ի վերջո, մարդուն հաջողվի փախչել այդ մղձավանջից, միեւնույն է, ֆիզիկական եւ հոգեբանական սպիերը, որոնք մնում են անձի հանդեպ հալածանքների այս ձեւից, ինչպես նաեւ դաժանություններից ու խոշտանգումներից, երբեք չեն անցնում:
Այդ պատճառով Բռնի անհետացումների զոհերի միջազգային օրը շարժման ակտիվիստները քաղաքացիական հասարակությանը կոչ են անում ուշադրություն դարձնել խնդրին եւ անել հնարավոր ամեն ինչ, որպեսզի այն հաղթահարվի:
