Կստեղծվի աշխարհազոր. ՊՆ-ի նախագիծը
POLITICSՊաշտպանության նախարարությունը հանրային քննարկման է ներկայացրել նախագիծ, որի համաձայն սահմանվում են տեղական ինքնակառավարման մարմիններում աշխարհազորի ստեղծման և ղեկավարման, աշխարհազորայինների հավաքագրման հետ կապված հարաբերությունները: Նախագծի հիմնավորման մեջ նշվում է, որ դրա ներկայացումը բխում է ՀՀ պաշտպանությանը համընդհանուր և համազգային բնույթ հաղորդելու, հավանական հակառակորդի ցանկացած ոտնձգություններին արժանի և պատշաճ հակահարված տալու նպատակով քաղաքացիների կամավորության սկզբունքով աշխարհազորային համակարգի ներդրման և կազմակերպման անհրաժեշտությամբ:
Նշվում է, որ ներկայումս Հայաստանի Հանրապետության պաշտպանությանը յուրաքանչյուր քաղաքացու մասնակցությունն օգտագործվում է ոչ լրիվ ծավալով, այն չունի համակարգված, կազմակերպված ու նպատակաուղղված բնույթ, առավել ևս ՀՀ վրա զինված հարձակման, դրա անմիջական վտանգի առկայության կամ ռազմական գործողությունների պայմաններում:
Հավանական հակառակորդի ռազմական գործողությունների ուսումնասիրումը ցույց է տալիս, որ ռազմական գործողությունների ծանրության կենտրոնը կարող է տեղափոխվել երկրի տարածքի խորքը՝ դիվերսիոն կամ ահաբեկչական կամ հետախուզական կամ հատուկ օպերացիաների ուժերի և այլ գործողությունների, ինչպես նաև հակառակորդի զինված ուժերի ներթափանցած խմբերի լայնորեն կիրառմամբ:
Դրանց դիմակայելու, չեզոքացնելու և ոչնչացնելու նպատակով անհրաժեշտ է ստեղծել միասնական ղեկավարության ներքո գործող ուժերի և միջոցների համախումբ՝ աշխարհազոր, որոնք պատերազմի ժամանակ ի զորու կլինեն հակառակորդի հավանական գործողություններից հուսալ իորեն պաշտպանելու երկրի տարածքը, բնակչությունը, կարևորագույն օբյեկտներն ու ենթակառուցվածքները:
Իրականացվող քաղաքականությունն ուղղված է մեր երկրի պաշտպանունակության ամրապնդմանը, պաշտպանության կազմակերպմանը համընդհանուր և համազգային բնույթ հաղորդելուն: Օրենքի նախագծի ընդունման դեպքում անհրաժեշտություն է առաջանալու կառավարության որոշմամբ սահմանել խաղաղ ժամանակ աշխարհազորային զորամիավորումների և դրանց ենթակա ստորաբաժանումների ղեկավարման կարգը:
