SOCIETYԻմ փորձառությունն ասում է, որ 2016-ի ապրիլյան դեպքերից հետո որեւէ փաստաթուղթ չի ստորագրվել, որովհետեւ եթե ստորագրվեր, պետք է վերադառնային հինմ դիրքեր եւ հաստատեին հին պայմանագիրը: Այս մասին «Ազատություն» ռադիոկայանին տված հարցազրույցում նշեց Արցախի անվտանգության խորհրդի քարտուղար Սամվել Բաբայանը՝ անդրադառնալով դիտարկմանը, որ Ենթադրություններ կան, որ ստորագրվել է գաղտնի փաստաթուղթ, որտեղ ապրիլյան պատերազմի արդյունքն ամրագրված է: «Քանի որ Ադրբեջանը հենց էն գլխից, որը Ալիեւը զանգել է Մոսկվա, ասել, որ դիրքերը հետ չենք տալու, բայց պատրաստ ենք դադարեցնել, չշարունակել, դա արդեն խոսում է այն մասին, որ իրենք չէին կարող փաստաթուղթ ստորագրել: Անգամ եթե ստորագրեին, դա Հայաստանի ու Ադրբեջանի միջեւ էր լինելու եւ չէր գործելու, որեւէ ձեւի կապ չէր ունենալու Ղարաբաղի հետ: 1993-1994 թվականներին բոլոր փաստաթղթերը Ղարաբաղի մասնակցությամբ են ստորագրվել, դա իրեն ոչինչ չի տալու:
Այդտեղ ինքը (Սերժ Սարգսյանը-խմբ) ճիշտ է ասում, այդտեղ չեմ կարող հերքել»,-ասել է նա: Հիշեցմանը, որ ինքը ժամանակին ասում էր, որ Սերժ Սարգսյանը Լեռնային Ղարաբաղում զիջումներ էր բանակցում, Սամվել Բաբայանն արձագանքեց. «Ինչ էլ ինքն ասի, այսօր մեր ձեռքի տակ կան փաստաթղթերը, որոնք իրենք բանակցել են: Շատ պարզ, հստակ ասվում է, որ 5 շրջանը հանձնում ենք, հետո երկու շրջանը, հետո մի միջանցք, այդպես էլ Ղարաբաղի կարգավորումը չի երեւում: Եվ զորքեր են մտցնում դա ապահովելու համար: Հիմա ես եմ հարց ուղղում՝ դա զիջո՞ւմ է, թե՞ զիջում չի, դա դավաճնությո՞ւն է, թե ոչ: Եթե Արցախի Հանրապետության Սահմանադրությունում հստակ գրված է, որ այն տարածքները, որոնք մեր հսկողության տակ են, դրանք ամբողջովին մերն է: Հարց է ծագում՝ Արցախի ժողովրդից հարցե՞լ են՝ գնալով այդ բանակցություններին: Որեւէ մեկն իրենց լիազզորե՞լ է, թե ոչ: Ես ուղղակի կխնդրեի՝ մրդիկ բերանները փակեն, չխոսեն այլեւս:
