Հայաստանի Անկախության մասին հռչակագիրը 30 տարեկան է
SOCIETYՈւղիղ 30 տարի առաջ այս օրը Խորհրդային Հայաստանի քաղաքացիները պատմական որոշում կայացրեցին` անկախությունն ընտրելով որպես միակ հնարավոր կարգավիճակ և երկրի հետագա զարգացման անշեղ ուղի: 1990 թվականի օգոստոսի 23-ին Հայկական ԽՍՀ Գերագույն խորհրդի ընդունած Հայաստանի անկախության հռչակագիրը ոչ միայն իր անկախ պետությունը վերականգնելու հայ ժողովրդի դարավոր երազանքի արտահայտությունն էր, այլև նրա երկու հատվածների՝ Հայաստանի ու Լեռնային Ղարաբաղի միավորման փաստացի իրողությանը իրավական տեսք տալու փորձ։
Անկախության հռչակագիրը հիմնվում էր Հայկական ԽՍՀ Գերագույն խորհրդի և Լեռնային Ղարաբաղի Ազգային խորհրդի 1989 թվականի դեկտեմբերի 1-ի «Հայկական ԽՍՀ և Լեռնային Ղարաբաղի վերամիավորման մասին» համատեղ որոշման վրա։
«Հայկական ԽՍՀ Գերագույն խորհուրդը՝ արտահայտելով Հայաստանի ժողովրդի միասնական կամքը, գիտակցելով իր պատասխանատվությունը հայ ժողովրդի ճակատագրի առջև համայն հայության իղձերի իրականացման և պատմական արդարության վերականգնման գործում, ելնելով Մարդու իրավունքների համընդհանուր հռչակագրի սկզբունքներից և միջազգային իրավունքի հանրաճանաչ նորմերից, կենսագործելով ազգերի ազատ ինքնորոշման իրավունքը, հիմնվելով 1989 թվականի դեկտեմբերի 1-ի «Հայկական ԽՍՀ-ի և Լեռնային Ղարաբաղի վերամիավորման մասին» Հայկական ԽՍՀ Գերագույն խորհրդի և Լեռնային Ղարաբաղի Ազգային խորհրդի համատեղ որոշման վրա, զարգացնելով 1918 թվականի մայիսի 28-ին ստեղծված անկախ Հայաստանի Հանրապետության ժողովրդավարական ավանդույթները, խնդիր դնելով ժողովրդավարական, իրավական հասարակարգի ստեղծումը, ՀՌՉԱԿՈՒՄ Է անկախ պետականության հաստատման գործընթացի սկիզբը»,- հայտարարվում է ՀՀ անկախության մասին հռչակագրում:
Այն բաղկացած է 12 կետից: Հռչակագրի ընդունումից շուրջ 1 տարի անց՝ 1991 թվականի սեպտեմբերի 21-ին Հայաստանում տեղի ունեցավ անկախության հանրաքվե, որի արդյունքում ձևավորվեց Հայաստանի Երրորդ Հանրապետությունը:
