ECONOMICSԱյս որոշումը բավականին երկար ժամանակ քննարկվում է կառավարությունում ամենատարբեր ֆորմատներով, թեման հետևյալն է՝ մենք ուզում ենք աջակցել տուրիզմի ոլորտի ընկերություններին, խոսքը հյուրանոցների, ռեստորանների, հյուրատների, զբոսաշրջային գործակալությունների մասին է. այս մասին կառավարության նիստին, 23-րդ միջոցառման նախագիծը քննարկելիս ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը:
Նա նշեց, որ կորոնավիրուսի պատճառով ոլորտը մեծ վնասներ է կրել, ուստի ցանկանում են աջակցել, որ ընկերություններն իրենց մրցունակությունը պահպանեն մինչև շուկայի հնարավոր վերականգման ժամկետը՝ 2021 թվականի ապրիլը: «Այստեղ մի քանի հարցեր են եղել վիճահարույց: Առաջինը, որ այսօր մարզերում այդ հյուրատները, հյուրանոցները աշխատում են ծանրաբեռնված ռեժիմով, իսկ Երևանում գրեթե զրոյական է, որքանո՞վ է նպատակահարմար հավասարության նշան դնել այդ երկու բիզնեսների միջև: Ուզում եմ արձանագրենք՝ այս որոշումով աջակցում ենք ոչ թե ինքնին բիզնեսին, այլ բիզնեսում աշխատատեղերի պահպանմանը և նոր աշխատողների բացմանը: Եթե, օրինակ` մարզային մի այդպիսի ընկերություն ծանրաբեռված աշխատում է, շահույթներ ունի, հաճախորդներ ունի, այս աջակցությունը նրան կօգնի մեկ-երկու նոր աշխատատեղ ստեղծել»,- պարզաբանեց նա:
Վարչապետը նշեց, որ կար նաև առաջարկ, որ եթե տեսչական մարմինների ստուգմամբ պարզվում է, որ հակահամաճարակային կանոնները չեն պահպանվել, այդ ընկերությանը զրկել այս աջակցությունից: «Քննարկումների արդյունքում եկել ենք այն եզրակացության, որ դա կբարդացնի ընթացակարգերը, բայց, այնուամենայնիվ, մենք ինչ-որ կետ պետք է թողնենք, որ եթե տեսչական ստուգումների արդյունքում կլինեն այս ոլորտի ընկերություններ, որոնք շարունակաբար և չարամիտ կերպով կխախտեն հակահամաճարակային կանոնները, պետք է լծակ լինի, որ նման ընկերություններին դուրս թողնենք այս ծրագրից: Կարևոր է, որ գործընկերությունը լինի ամբողջական»,- ընդգծեց Փաշինյանը:
Նա հավելեց՝ չգիտի կարգավորումը ինչպես է. «Կարող ենք այս ձևով ընդունել, բայց ես ուզում եմ հնչեցնել, որ եթե հանկարծ պրակտիկայում ծագի խնդիր, մենք կարող ենք վերադառնալ և կայացնել այդ որոշումը կամ մինչև ստորագրելը կարող ենք այդպիսի կարգավորում տալ»,- ասաց նա:
Էկոնոմիկայի նախարար Տիգրան Խաչատրյանը, որը հարցով հիմնական զեկուցողն է, նշեց, որ կարող են այս տարբերակով որոշումն ընդունել, հարցը պահել ուշադրության կենտրոնում և հետագայում հարցում կատարել, եթե այդ երևույթը տարածված բնույթ ունի:
Փոխվարչապետ Տիգրան Ավինյանն էլ նկատեց, որ տեսչական մարմինների ստուգումների արդյունքները ցույց են տվել, որ ամսեամիս ավելի ու ավելի պարտաճանաչ վարքագիծ են ցույց տվել տնտեսվարողները: «Եթե, օրինակ, խախտումները հունիս ամսին կազմում էին ստուգվածների 20 տոկոսը, արդեն օգոստոսի առաջին տասնօրյակում հասել ենք 3.9 տոկոսի: Այստեղ խնդրահարույցը այն կետն է, որ մենք ստուգումների հստակ միասնական մեթոդաբանություն չենք ունեցել, սակայն կանոնների պահպանումը էականորեն բարելավվել է բոլոր ոլորտներում, բոլոր տնտեսվարողների մոտ և հետևապես պարոն Խաչատրյանի առաջարկի հետ պետք է համաձայնեմ»,- ասաց նա:
