ECONOMICSԿառավարությունն ընդունեց կորոնավիրուսի տնտեսական հետևանքների չեզոքացման 24-րդ ծրագիրը, որն ուղղված է խաղողի մթերումներին և գինեգործության ու կոնյակագործության ոլորտում գործող կազմակերպությունների մոտ առաջացած խնդիրները լուծելուն: Կառավարությունը նշված ընկերություններին կտրամադրի սուբսիդավորվող վարկեր:
Էկոնոմիկայի նախարար Տիգրան Խաչատրյանը ներկայացրեց, որ ինչպես ներքին շուկայում, այնպես էլ արտահանման հիմնական շուկաներում կորոնավիրուսի տարածումն ուղղակի ազդեցություն է թողել այդ ոլորտների կազմակերպությունների գործունեության արդյունքների վրա, արտադրանքի նկատմամբ պահանջարկը նվազել է, ինչն էլ ազդել է նաև վաճառքների ծավալների վրա:
«Մենք ունենք պաշտոնապես հաստատված վիճակագրական տեղեկություններ, որ թե՛ արտահանման թվերի, թե՛ ներքին շուկայում իրացման ծավալների՝ ավելի քան 30 տոկոսով անկումներ են արձանագրված: Առանձին կազմակերպությունների մոտ, որոնք որոշակի որակական սեգմենտում են գործում, նույնիսկ ավելի մեծ անկումներ են արձանագրվել»,-ասաց նա՝ նշելով, թե կազմակերպությունների վրա դա երկու առումով է ազդեցություն թողել:
«Նախ՝ որ ընթացիկ դրամական եկամուտները նվազել են, որովհետև վաճառքներն են նվազել, և երկրորդ՝ ոլորտում գործունեության պայմանների վատացման հետևանքով ֆինանսական կազմակերպությունները, բանկերը ավելի զգուշավոր են այդ կազմակերպությունների հետ հարաբերություններում և ավելի մեծ դժվարությամբ են վարկավորում: Այդ երկու գործոնը միասին կազմակերպությունների մոտ առաջացնում են ֆինանսական միջոցների որոշակի դեֆիցիտ»,-ասաց Խաչատրյանը՝ ընդգծելով նաև այն հանգամանքը, որ դժվարություններն առաջացել են այն ժամանակահատվածում, երբ առջևում խաղողի մթերումներն են:
«Իսկ մենք ունենք տեղեկություններ, որ այս տարի խաղողի բերքը զգալիորեն ավելի բարձ է լինելու, քան նախորդ մի քանի տարիների ընթացքում»,-հավելեց նա:
Անդրադառնալով սուբսիդավորվող վարկերին՝ նախարարը նշեց. «Մենք չենք վերցնում որևէ շուկայական ռիսկ, վարկի վերաբերյալ որոշումները կայացնում են ֆինանսական կազմակերպությունները և կոնյակագործ կամ գինեգործ կազմակերպությունները, իսկ մենք սուբսիդավորում ենք վարկի տոկոսն ամբողջությամբ»,-ասաց նա:
Որոշման համաձայն՝ ներկայումս վարկի սուբսիդավորման առավելագույն 18 ամիս սահմանված ժամկետը կդառնա 24 ամիս, վարկի առավելագույն սահմանաչափը մեկ կազմակերպության հաշվով ներկայում սահմանված 1.8 միլիարդ դրամի փոխարեն կլինի 3 միլիարդ դրամ, վարկի մարման արտոնյալ ժամանակահատվածը կսահմանվի 3-6 ամիս:
