Մանկատան 163 շրջանավարտների կնվիրաբերվեն նրանց կողմից զբաղեցված բնակարանները
SOCIETY2003-2015 թթ. ընթացքում 163 ընտանիքների հատկացված բնակելի տարածությունը կամ բնակարանը կնվիրաբերվի դրանք զբաղեցրած մանկատան նախկին շրջանավարտներին: Այս մասին որոշումն ընդունվել է ՀՀ կառավարության այսօրվա նիստում:
Նշենք, որ խոսքը այն բնակարանների մասին է, որոնք նախկինում տրամադրվել էին մանկատան շրջանավարտներին՝ անհատույց օգտագործման իրավունքով` 10 տարի ժամկետով: Պայմանագրով նախատեսվում էր, որ բնակարանը հետագայում կարող էր մասնավորեցվել կամ տրվել վարձակալության: Չնայած դրան, մանկատան շրջանավարտների դիմումներին ընթացք չէր տրվել:
ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Զարուհի Բաթոյանը կառավարության նիստի ընթացքում հիշեցրել է, որ 2019 թ.-ին բնակարան ստանալու հերթացուցակում ներառված, սակայն բնակարաններ չստացած մյուս շահառուների համար, որոնք ՀՀ քաղաքացիներ են, մանկատնից դուրս են եկել 1991 թ.-ից հետո 18 տարեկանը լրանալու կապակցությամբ և սեփականության իրավունքով չունեն բնակտարածություն և վերջին 5 տարիների ընթացքում չեն օտարել անշարժ գույք, նախարարության նախաձեռնությամբ տրամադրվում են բնակարանների գնման վկայագրեր, որոնք շրջանավարտներին հնարավորություն են տալիս ձեռք բերել բնակարան՝ սեփականության իրավունքով:
Այսպիսով, նախկինում 10 տարով բնակտարածք ստացած, սակայն դրանց նկատմամբ սեփականության իրավունք չունեցող մանկատների մյուս շրջանավարտները հայտնվել էին անհավասար պայմաններում: Ըստ Զ. Բաթոյանի՝ կառավարության կայացրած որոշման հիմնական նպատակը այդ անհավասարությունը վերացնելն է:
Նշենք, որ նույն որոշման համաձայն՝ մանկատան 3 շրջանավարտների կտրամադրվեն նոր բնակարանների գնման վկայագրեր, քանի որ նրանց զբաղեցրած բնակարանների շենքերի տեխնիկական վիճակը դեռևս 2003-2004 թթ., այսինքն՝ մինչ պայմանագրերի կնքումը, գնահատվել է 3-րդ աստիճանի վնասվածության:
