Պաշտպանության նախարարությունը մեկ անձից 8 միլիոն դրամի գնում է կատարել
POLITICSՊաշտպանության նախարարությունը մայիսի 28-ին նվիրված միջոցառումները, հրավառությունը կազմակերպելու նպատակով 8 միլիոն 800 հազար դրամի գնում է կատարել մեկ անձից, ինչը փաստաթղթավորվել է օգոստոսի 6-ին կնքված պայմանագրով։ Այս մասին հայտնում է 168.am-ը:
Մեկ անձից գնումներն իրականացվել են «Հոլիդեյ Դիզայն» ՍՊԸ-ից՝ համապատասխանաբար՝ 4 միլիոն 300 հազար դրամի (հրավառություն), և «Հեփի Իվենթ» ՍՊԸ-ից՝ 4 միլիոն 500 հազար դրամ (միջոցառումների կազմակերպման և ամբողջական տեխնիկական սպասարկում)։
Ի դեպ՝ Պաշտպանության նախարարությունը մեկ անձից գնում է կատարել մի ընկերությունից, որը, ըստ Հաշվեքննիչ պալատի ուսումնասիրության, թույլ է տվել խախտումներ։
Խոսքը վերաբերում է գրեթե 1 տարվա ուսումնասիրությունից հետո «Հայաստան» համահայկական հիմնադրամում 2015-2017 թթ. գնումների գործընթացում խախտումների բացահայտմանը։
Ըստ Հաշվեքննիչ պալատի համապատասխան ուսումնասիրության՝ օրինակ՝ «Հեփի Իվենթ» ընկերության հետ հիմնադրամը 4.7 մլն դրամի պայմանագիր է կնքել Ծիծեռնակաբերդի հուշահամալիրում միջոցառումների տեխնիկական միջոցների ապահովման համար, որից մոտ 130 հազարի հատակի փռվածքը չի վերադարձվել պահեստ:
Նկատենք, որ «Հեփի Իվենթ» ՍՊԸ-ն մասնակցել էր նաև 2019 թվականին Քաղաքացու օրվան նվիրված միջոցառումների կազմակերպմանը՝ Տավուշի մարզում։
Այն ժամանակ այս ընկերության հետ կնքվել էր 8 միլիոն դրամի պայմանագիր. Կառավարությունն այն ժամանակ ևս գնումն իրականացրել էր մեկ անձից՝ առանց մրցույթի։
Նշենք, որ 8 մլն դրամով տոնական միջոցառումները կազմակերպած «Հեփի Իվենթ» ՍՊԸ-ն գրանցված է պետական ռեգիստրում: Ըստ «Զինծառայողների ապահովագրության հիմնադրամ»-ի տվյալների՝ նշված ընկերությունից փոխանցվել է 3000 դրամ, ենթադրվում է, որ ընկերությունն ունի գրանցված ընդամենը երեք աշխատակից՝ յուրաքանչյուրի համար 1000-ական դրամ է փոխանցվել։
